9A.

(B-1) THE JURISDICTION OF THE HOWARD COUNTY
PLUMBING BOARD SHALL EXTEND TO THE INSTALLATION
AND MAINTENANCE OF ANY PLUMBING FOR WATER AND
SEWERS ON PRIVATE PROPERTY IN THE COUNTY AND
SHALL EXTEND UP TO AND TERMINATE AT THE PROP-
ERTY LINE AT WHICH POINT THE JURISDICTION OF THE
HOWARD COUNTY METROPOLITAN COMMISSION SHALL
BEGIN AND SHALL EXTEND TO ALL WATER, SEWER AND
DRAINAGE LINES AND MAINS CONSTRUCTED OR MAIN-
TAINED BEYOND THE PROPERTY LINE AS PROVIDED
ELSEWHERE IN THIS CODE.

(A)    BEFORE ANY WATER, SEWER OR DRAINAGE LINES
OR MAINS WHICH ARE BEYOND THE JURISDICTION OF THE
HOWARD COUNTY PLUMBING BOARD AS PROVIDED IN
SECTION 9A OF THIS CODE ARE CONSTRUCTED BEYOND
THE PROPERTY LINES OF ANY PRIVATE PROPERTY
WITHIN ANY SUBDISTRICT THE PERSON, THE FIRM OR
CORPORATION DOING THE SAME SHALL FIRST OBTAIN A
PERMIT FROM THE COMMISSION AND PAY THEREFOR
SUCH REASONABLE SUM AS THE COMMISSION MAY PRE-
SCRIBE. SUCH WORK SHALL BE DONE UNDER AND PUR-
SUANT TO SUCH RULES, REGULATIONS AND REQUIRE-
MENTS AS THE COMMISSION MAY FROM TIME TO TIME
FORMULATE, AND SUBJECT TO SUCH INSPECTION AS IT
MAY DEEM NECESSARY.

(B)     THE SAID COMMISSION SHALL EXERCISE CONTROL
OF THE WATER SUPPLY AT ALL TIMES, AND IN CASE OF
A SHORTAGE OF WATER, OR IF FOR ANY OTHER REASON
THE COMMISSION, IN THE EXERCISE OF ITS DISCRETION,
SHOULD DETERMINE THAT THE WATER SUPPLY SHOULD
BE CONSERVED, THE CONSUMERS, UPON NOTICE FROM
SAID COMMISSION, ITS AGENTS OR EMPLOYEES, OR UPON
NOTICE PUBLISHED IN ONE NEWSPAPER PUBLISHED IN
SAID COUNTY FOR ONE INSERTION, SHALL COMPLY WITH
ANY ORDER PASSED BY SAID COMMISSION TO CONSERVE
THE WATER SUPPLY. ANY VIOLATION OF SAID ORDER
SHALL BE A MISDEMEANOR PUNISHABLE UNDER SECTION
145 OF THIS SUBTITLE; AND IN ADDITION TO THE
PENALTY PRESCRIBED THE COMMISSION MAY TURN OFF
SAID WATER SUPPLY OF ANY PERSON VIOLATING SAID
ORDER AT ANY TIME WITHOUT FURTHER NOTICE.

(c) The Metropolitan Commission shall have jurisdiction over all
privately owned public water or sewerage systems constructed after
February, 1965 anywhere within Howard County which are subject
to the laws of the Public Service Commission of Maryland. Any
person, firm or corporation doing the work shall be required to ob-
tain a permit from the Metropolitan Commission and pay a reason-
able charge therefor, and such systems shall then be installed, main-
tained and operated under specifications, rules and regulations as
the Metropolitan Commission may require or establish, except those
water and sewerage systems that are presently operating as private
