shall be appointed from a list submitted by the State Board of Health
and Mental Hygiene.
(d) In addition to the members so appointed, the persons holding
the following positions shall also serve as members of said Advisory
Council: [on Hospital Construction;] the Commissioner of Mental
Hygiene of Maryland; [two members of the commission on medical
care of the Maryland State Planning Commission, designated by said
Commission;] and the commissioner of health of Baltimore City.
SEC. 2. NOTHING CONTAINED IN THIS BILL SHALL BE
CONSTRUED AS AUTHORIZING THE MEDICAL SUPERVI-
SION, REGULATION OR CONTROL OF THE SPIRITUAL CARE
OR SPIRITUAL TREATMENT OF RESIDENTS OR PATIENTS
IN ANY HOSPITAL, HOME OR RELATED INSTITUTION WHO
RELY UPON TREATMENT BY PRAYER OR SPIRITUAL
MEANS IN ACCORDANCE WITH THE CREED OR TENETS OF
ANY RECOGNIZED CHURCH OR RELIGIOUS DENOMINATION.
Sec. 2 3. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal and re-enact, with amendments, Sections 7, 11,
12 (a), 13, 20, 23, 24, 25, 26 (c) and (d), 27, 30, 37, 38 and 48
of Article 96A of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "Water Resources," subtitles respectively
"Powers and Functions," "Appropriation of Waters; Reservoirs
and Dams," "Pollution Abatement" and "Well Drillers," to amend
the laws under the jurisdiction of the Water Resources Department
by correcting errors and cross-references in these laws, deleting
duplicate material, and transferring powers as to well drilling
from the Maryland Geological Survey to the Water Resources
Department.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 7, 11, 12 (a), 13, 20, 23, 24, 25, 26 (c) and (d), 27,
30, 37;, 38 and 48 of Article 96A of the Annotated Code of Maryland
(1964 Replacement Volume), title "Water Resources," subtitles re-
spectively "Powers and Functions," "Appropriation of Waters;
Reservoirs and Dams," "Pollution Abatement" and "Well Drillers,"
be and they are hereby repealed and re-enacted, with amendments, to
read as follows:

The Department is authorized and empowered to make or cause to
be made, such surveys, maps, investigations and studies of the water
resources of the State as it may deem necessary to provide it with
sufficient information to formulate a program, and to perform its
