(House Bill 721)
AN ACT to add new Section 188A (h) to Article 41 of the Annotated
Code of Maryland (1964 Supplement), title "Governor—Executive
and Administrative Departments," subtitle "1. The Executive De-
partment," subheading "Sundry Claims Board," to follow immedi-
ately after Section 188A(g) thereof; providing for a right of appeal
from determinations of the Sundry Claims Board.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 188A (h) be and it is hereby added to Article 41 of
the Annotated Code of Maryland (1964 Supplement), title "Gover-
nor—Executive and Administrative Departments," subtitle "1. The
Executive Department," subheading "Sundry Claims Board," to
follow immediately after Section 188A (g) thereof, and to read as
follows:
188A.
(h) Any claimant aggrieved by a final determination of the Board
may appeal to the circuit court of the county, or common-law court
of Baltimore City, where the injury occurred or the claimant resides.
The court may uphold the determination of the Board, remand for
further consideration or findings of fact, or reverse or modify any
determination which it finds to be arbitrary or unreasonable, and
render decision accordingly. The Board may be a party to such
appeal, and either party shall have a further right of appeal to the
Court of Appeals.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 813
(House Bill 730)
AN ACT to authorize the County Commissioners of Howard County,
in their discretion, to borrow One Hundred Thousand Dollars
($100,000), upon the faith and credit of said Howard County for
the purpose of matching State funds under the provisions of the
Patuxent River Watershed Act of 1961, as contained in Section
411N of Article 66C of the Annotated Code of Maryland (1957
Edition, as amended from time to time) for acquiring lands and
other properties shown on the Patuxent River Watershed Plan
for Howard County, and to issue Bonds therefor and to levy taxes
to pay the principal and interest of such bonds.
Section 1. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Howard County, be and they are
hereby authorized and empowered, in their discretion, to issue at
