BEEN PROVIDED, THE COMMISSION SHALL TO THE EX-
TENT ECONOMICALLY FEASIBLE UTILIZE FOR THE DIS-
POSAL OF GARBAGE, TRASH, RUBBISH OR REFUSE COL-
LECTED BY THE COMMISSION WITHIN SAID COUNTY,
ANY DISPOSAL SITE, PLANT AND LOCATION AS MAY BE
DESIGNATED IN WRITING TO THE COMMISSION BY THE
MONTGOMERY COUNTY COUNCIL., WITHOUT CHARGE BY
THE COUNTY TO THE COMMISSION.
SEC. 2. AND BE IT FURTHER ENACTED, THAT SECTION
83-98 OF THE PUBLIC LOCAL LAWS OF PRINCE GEORGE'S
COUNTY (1963 EDITION), AND SECTION 73-80 OF THE
MONTGOMERY COUNTY CODE (1960 EDITION), BEING
ARTICLE 17 AND 16, RESPECTIVELY, OF THE CODE OF
PUBLIC LOCAL LAWS OF MARYLAND, TITLE "PRINCE
GEORGE'S COUNTY" AND "MONTGOMERY COUNTY," SUB-
TITLE "WASHINGTON SUBURBAN SANITARY DISTRICT,"
BE AND THEY ARE HEREBY REPEALED AND RE-ENACTED,
WITH AMENDMENTS, TO READ AS FOLLOWS:

73-80.
(A) IT SHALL BE UNLAWFUL FOR ANY PERSON, FIRM,
OR CORPORATION NOT RESIDING OR LOCATED IN THE
WASHINGTON SUBURBAN SANITARY DISTRICT OR FOR
ANY PERSON, FIRM OR CORPORATION LOCATED WITHIN
SAID BOUNDARIES AND COLLECTING SUCH MATERIALS
FOR HIRE, TO DUMP GARBAGE, TRASH, REFUSE, RUBBISH
OR JUNK ON ANY PUBLIC OR PRIVATE DUMP WITHIN
SAID BOUNDARIES WITHOUT THE CONSENT OF THE
OWNER OF THE LAND AND WITHOUT A PERMIT FROM THE
WASHINGTON SUBURBAN SANITARY COMMISSION. SUB-
SEQUENT TO THE EFFECTIVE DATE OF ANY AGREEMENT
REFERRED TO IN SECTION 73 79A OF THIS ARTICLE,
NOTHING IN THIS SECTION 73-80 SHALL APPLY IN MONT-
GOMERY COUNTY. NOTHING IN THIS SECTION (73-80)
SHALL APPLY IN MONTGOMERY COUNTY SUBSEQUENT TO
THE EFFECTIVE DATE OF ANY AGREEMENT REFERRED
TO IN SECTION 73-79 A OF THIS CODE.
(B) NO PERSON, FIRM OR CORPORATION SHALL EN-
GAGE IN THE BUSINESS OF COLLECTING GARBAGE, TRASH,
REFUSE, RUBBISH OR JUNK FOR COMPENSATION WITH-
OUT FIRST SECURING A PERMIT FROM SAID COMMISSION,
AND FOR THE PROTECTION OF THE HEALTH, COMFORT
AND SAFETY OF PERSONS RESIDING WITHIN THE BOUND-
ARIES OF SAID SANITARY DISTRICT, SAID COMMISSION
MAY ESTABLISH REASONABLE REGULATIONS FOR THE
COLLECTION AND DISPOSAL OF SUCH MATERIALS. A
REASONABLE FEE, TO BE FIXED BY SAID COMMISSION
FOR EITHER MAINTAINING A DUMP OR COLLECTING FOR
HIRE, GARBAGE, TRASH, REFUSE, RUBBISH OR JUNK,
SHALL BE PAID FOR EACH PERMIT AND THE SAID COM-
MISSION MAY REFUSE OR REVOKE A PERMIT FOR A PUB-
LIC OR PRIVATE DUMP, AFTER NOTICE AND HEARING,
IF THE COMMISSION SHALL FIND THAT THE LOCATION
