garbage collection, removal and disposition and the acquisition
of site or sites for the disposition of trash and garbage, and

Futher FURTHER to construct, operate and maintain storm drainage
systems for the control of surface waters within the County, and

Futher FURTHER to authorize the County Commissioners to levy
special benefit assessments and ad valorem taxes and prescribe the
method for such levy and collection for such improvements or
services, and

Further to authorize the County Commissioners to borrow money
by the issuance of bonds, notes or certificates of indebtedness to
finance said municipal functions or improvements, and

Further, providing for notice and public hearing before such areas
are established, constructed or provided.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new subsection be and it is hereby added to the Code of Public
Local Laws of Prince George's County, Maryland (1963 Edition),
being Article 17 Code of Public Local Laws of Maryland, title
"Prince George's County," subtitle "County Commissioners" to be
known as subsection 18-24 "Urban Areas," under subtitle "County
Commissioners" and to follow immediately after subsection 18-23
"Urban Renewal, Review and Approval" and to read as follows:

18-24.

(a) The County Commissioners for Prince George's County are
hereby authorized to establish or create within the County or any
portion thereof, outside any incorporated town or city, "Urban
Areas" for the purpose of providing:

(1)    The construction, reconstruction of roads, bridges, alleys,
streets, sidewalks, curb and gutters, with storm drainage incident
to such construction or improvement,

(2)    Municipal functions and services such as street lights, street
signs, street cleaning and maintenance, garbage collection, removal
and disposition, acquisition and operation of a site or sites for the
disposition of such trash and garbage,

(3)    Storm drainage systems to construct, maintain and operate
a system for the control and disposition of surface waters within
the County or any portion thereof.

The said improvements, services and functions may be provided
for whole urban areas or for such portion thereof as the Board
may from time to time determine.

It is provided, however, that before said Board shall determine
to establish or create such urban area or areas, notice of its intention
to so establish or create shall be published at least once a week
for two consecutive weeks in at least one newspaper PUBLISHED in
Prince George's County, which has a circulation in the area affected.
The said notice shall state the boundaries of the area, the municipal
function, or improvement which may be provided, and advising all
property owners to appear at a time and place stated in the notice,
to show cause, if any there be, why such urban area, the functions,
services or improvements should not be provided as proposed.
