District. Such guarantee shall operate as a pledge of the full faith and
credit of the County Commissioners of Prince George's County to the
payment of the maturing principal of and interest on said bonds and
notes and, to the extent that the taxes above provided for in this
Section and any other moneys available or to become available there-
for (either through the issuance of bonds or notes authorized here-
under or otherwise) are inadequate to provide the funds necessary
to pay such principal and interest in any year, said County Com-
missioners shall levy upon all property subject to taxation within
Prince George's County ad valorem taxes in rate and amount suf-
ficient to make up any such deficiency.

Sec. 4. And be it further enacted, That in the event the first or
second maturing interest payment on any of said bonds or notes
becomes due before the levy and collection of the taxes herein author-
ized, the Commission may advance the interest due at said first or
second interest paying period out of the proceeds of the sale of said
bonds or notes.

Sec. 5. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal and re-enact, with amendments, the following
sections of Article 33 of the Annotated Code of Maryland (1957
Edition and 1964 Supplement), title "Elections": Section 29, sub-
title "Registration by Judges Acting as Boards of Registry"; Sec-
tions 32 (a) and (c) and 33 (a) and (b), subtitle "Correction and
Revision of Registration by Judges Acting as Boards of Registry";
Section 38 (b) (3), subtitle "Registration by Permanent Boards of
Registry"; Sections 41 (a) and (b), subtitle "Temporary Certifi-
cates of Registration"; and SECTION 50, SUBTITLE "SPECIAL
PROVISIONS IN BALTIMORE CITY"; Section 62 (a), subtitle
"Primary Elections"; SECTIONS 73 (A), 73 (B) AND 74 (E),
SUBTITLE "VACANCIES IN NOMINATIONS IN GENERAL";
AND SECTIONS 250 (A) AND 250 (B), SUBTITLE "SERVICE-
MEN'S ABSENTEE VOTING", and to repeal the following sec-
tions of the same Article: Section 19 (b), subtitle "Registration
Generally"; Sections 76, 77, and 78, subtitle "Presidential Pri-
maries," and Sections 83 (b) and (c) and 85 (b), subtitle "Presi-
dential Conventions"; changing the date for holding primary
elections, AND TO ADD NEW SECTION 82 (F) TO THE SAME
ARTICLE AND TITLE OF THE SAID CODE, SUBTITLE
"PARTY GOVERNING BODIES," TO FOLLOW IMMEDI-
ATELY AFTER SECTION 82 (E) THEREOF; changing certain
dates for registration and revision of registration so as not to
conflict with the primary election, and abolishing Presidential
primaries in Maryland AND PROVIDING FOR THE HOLDING
OVER IN OFFICE OF PARTY STATE CENTRAL COM-
MITTEEMEN PENDING THE NEW PRIMARY ELECTIONS.
