The Comptroller shall immediately upon the sale of and payment
for said certificates, first return to and credit the Treasury for a
sum equivalent to the amount expended as provided for in Section
4 of this Act; the remainder of the proceeds of said loan shall be
credited on the books of the State Treasury Department, to be ex-
pended, upon approval by the Board of Public Works, for the pur-
pose of aiding in the construction, improvement and development of
buildings, structures, facilities and other capital improvements, in-
cluding the acquisition of land, at or for Friendship International
Airport, owned and maintained by the Mayor and City Council of
Baltimore.
Sec. 6. And be it further enacted, That the payment of any funds,
under the provisions of this Act, or any portions thereof from time
to time, for the purposes stated in Section 5 hereof, to the Mayor
and City Council of Baltimore, shall be contingent upon the pro-
vision by the Mayor and City Council of Baltimore of at least equal
and matching funds, or equal and matching portions of the total
funds from time to time, from any other source, including the Federal
government. The Mayor and City Council of Baltimore City shall
present evidence satisfactory to the Board of Public Works that it
has provided funds at least equal to and matching the funds, or
portions thereof, provided in this Act. Upon receiving from the
Board of Public Works a certification of such suitable evidence, the
Treasurer of the State shall proceed to spend the proceeds of said
loan, or portion thereof, agreeably to the provisions of this Act.
Sec. 7. And be it further enacted, That until all of the interest on
and principals of any certificates issued under this act have been paid
in full, there is hereby levied and imposed an annual State tax on
each One Hundred Dollars ($100) of assessable property at the rate
to be determined in the following manner: On or before December
MAY 1, 1965 1966, and on or before December MAY 1st of each
calendar year thereafter, the Board of Public Works shall certify to
the governing bodies of each of the counties and of Baltimore City
the rate of State tax on each One Hundred Dollars ($100) of
assessable property necessary to produce revenue to meet all interest
and principal which will be payable to the close of the next ensuing
calendar TAXABLE year on all certificates theretofore issued or
theretofore authorized by resolution of the Board of Public Works
to be issued, and the governing bodies of each of the counties,
municipalities, and Baltimore City will forthwith levy and collect
such a tax at such a rate.
Sec. 8. And be it further enacted, That all matters committed by
this act to the discretion of the Board of Public Works shall be deter-
mined by a majority of said Board.
Sec. 9. And be it further enacted, That this Act shall take effect
June 1, 1965.
