KNOWING IT TO BE FICTITIOUS OR ISSUED WITHOUT THE
EQUIPMENT AND MECHANISMS HAVING BEEN INSPECTED
FOR COMPLIANCE WITH THIS SUB-TITLE IS GUILTY OF A
MISDEMEANOR.

(C) VIOLATION OF THE PROVISIONS OF THIS SUB-TITLE
OR OF ANY REGULATIONS PROMULGATED HEREUNDER
IS PUNISHABLE, UPON CONVICTION, BY FINE NOT TO
EXCEED FIVE HUNDRED DOLLARS ($500) OR BY IMPRIS-
ONMENT NOT TO EXCEED SIX MONTHS, OR BY BOTH, FOR
EACH VEHICLE FOR WHICH THERE IS A VIOLATION OF
THIS SUB-TITLE.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THE GOV-
ERNOR IS DIRECTED TO PROVIDE AN ADVANCE OF FUNDS
OUT OF CONTINGENT FUNDS OR ANY OTHER FUNDS AT
HIS DISPOSAL IN SUCH AMOUNTS AS ARE REQUIRED TO
PROPERLY ADMINISTER THE PROVISIONS OF THIS ACT IN
THE INTERVAL PRIOR TO JULY 1, 1966, AND TO PROVIDE
FOR REIMBURSEMENT OF SUCH ADVANCED FUNDS FROM
THE FIRST FUNDS BECOMING AVAILABLE UNDER THIS
ACT.

Sec. 2. 3. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstances is held
invalid, such invalidity shall not affect the other provisions or any
other application of this Act which can be given effect without the
invalid provision or application, and to this end the provisions of
this Act are hereby declared to be severable.

Sec. 3. 4. And be it further enacted, That all laws or parts of
laws, public general or public local, inconsistent with the provisions
of this Act are hereby repealed to the extent of any such inconsist-
ency.

Sec. 4. 5. And be it further enacted, That this Act shall take
effect July 1, 1965.

AN ACT to repeal and re-enact, with amendments, Section 125 (b)
of the Code of Public Local Laws of Howard County (1957 Edi-
tion, being Article 14 of the Code of Public Local Laws of Mary-
land), title "Howard County," subtitle "Metropolitan Commis-
sion," relating to the Metropolitan Commission in Howard County
and increasing the compensation of the chairman and members of
the commission.

Section 1. Be it enacted by the General Assembly of Maryland,
