SHALL HAVE SUCH NUMBER OF EMPLOYEES AS THE
SUPERINTENDENT MAY DIRECT AND AS MAY BE PRO-
VIDED FOR IN THE ANNUAL STATE BUDGET.

(B)   THE DIVISION SHALL INSPECT AND APPROVE REG-
ISTERED DEALERS AND APPROVED FACILITIES FOR ABIL-
ITY TO MAKE INSPECTIONS AND CORRECTIONS OF EQUIP-
MENT AND MECHANISMS AND SHALL ISSUE LICENSES TO
QUALIFIED REGISTERED DEALERS AND APPROVED FACIL-
ITIES. THE LICENSE SHALL AUTHORIZE THE REGISTERED
DEALER OR APPROVED FACILITY TO ATTACH CERTIFI-
CATES TO VEHICLES UPON THE REQUEST OF THE SELLER
OF A USED MOTOR VEHICLE AND TO INSPECT AND COR-
RECT EQUIPMENT AND MECHANISMS FOR A VEHICLE
FOR WHICH A WARNING OF DEFECTIVE EQUIPMENT AND
MECHANISMS HAS BEEN ISSUED. THE DIVISION IS AU-
THORIZED TO SUSPEND OR REVOKE FOR CAUSE LICENSES
ISSUED TO APPROVED DEALERS OR APPROVED FACIL-
ITIES.

(C)   THE DIVISION SHALL ENFORCE THE PROVISIONS OF
THIS SUB-TITLE IN THE COUNTIES OF THE STATE AND IN
BALTIMORE CITY.

408.

EVERY MOTOR VEHICLE OPERATED ON THE HIGHWAYS
OF THE STATE SHALL BE EQUIPPED WITH BRAKES,
STEERING, HORN, DOOR HANDLES, TIRES, MUFFLER,
EXHAUST SYSTEM, LIGHTS, GLASS, WINDSHIELD WIPERS,
BUMPERS AND PROPER WHEEL ALIGNMENT MEETING
THE STANDARDS THEREFOR AS FIXED AND DETERMINED
BY THE DEPARTMENT. THE DEPARTMENT IS AUTHOR-
IZED TO PROMULGATE SUCH STANDARDS BY MEANS OF
RULES AND REGULATIONS.

409.

(A) WHENEVER ANY MEMBER OF THE STATE POLICE
OR ANY OFFICER OF A COUNTY OR CITY POLICE DEPART-
MENT , OR ANY OFFICER OF A POLICE DEPARTMENT OF A
CITY WITH A POPULATION IN EXCESS OF 15,000 5,000 PER-
SONS, SHALL OBSERVE THAT A MOTOR VEHICLE IS BEING
OPERATED WITH EQUIPMENT AND MECHANISMS WHICH
APPARENTLY DO NOT MEET THE STANDARDS THEREFOR
AS PROMULGATED BY THE DEPARTMENT, HE SHALL STOP
THE OPERATOR OF THE VEHICLE AND ISSUE TO HIM A
WARNING OF DEFECTIVE EQUIPMENT AND MECHANISMS.
THE WARNING DIRECTS THE OWNER OF THE VEHICLE
TO HAVE THE EQUIPMENT AND MECHANISMS INSPECTED
BY AN APPROVED REGISTERED DEALER OR BY AN AP-

PROVED FACILITY WITHIN A PERIOD OF NOT LATER

THAN TEN (10) DAYS FROM THE DATE OF ISSUANCE OF

THE WARNING AND TO HAVE ANY DEFECTIVE EQUIP-
MENT AND MECHANISMS CORRECTED WITHIN THIS
PERIOD OF TIME BY SUCH DEALER OR FACILITY; COR-
RECTED WITHIN A PERIOD OF TEN (10) DAYS FROM THE
DATE OF ISSUANCE OF THE WARNING.
