AN ACT to repeal Sections 303 to 307, inclusive, of Article 66½ of
the Annotated Code of Maryland (1957 Edition), title "Motor
Vehicles", sub-title "Operation of Vehicles Upon Highways", and
to add new Sections 406 to 411, 413, inclusive, to said Article of
the Code (1957 Edition and 1964 Supplement), to follow immedi-
ately after Section 405 thereof, and to be under the new sub-title
"Inspection of "SAFETY STANDARDS FOR Motor Vehicles",
revising the motor vehicle inspection laws of the State, fixing
standards for the equipment AND MECHANISMS of all motor
vehicles operated in the State, providing generally for the inspec-
tion of THE EQUIPMENT AND MECHANISMS OF all used
motor vehicles registered and titled in the State, providing for
inspection AND CORRECTION of any vehicles with defective
equipment, AND MECHANISMS and relating generally to the
inspection EQUIPMENT AND MECHANISMS of motor vehicles
in the State.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 303 to 307, inclusive, of Article 66½ of the Anno-
tated Code of Maryland (1957 Edition), title "Motor Vehicles", sub-
title "Operation of Vehicles Upon Highways", be and they are hereby
repealed and new Sections 406 to 411, 413, inclusive, be and they are
hereby added to said Article of the Code (1957 Edition and 1964
Supplement), to follow immediately after Section 405 thereof, and
to be under the new sub-title "Inspection of "SAFETY STAND-
ARDS FOR Motor Vehicles", and all to read as follows:

Every motor vehicle operated on the highways of the State shall
be equipped with brakes, steering, wheel alignment, horn, door
handles, tires, lights, glass and windshield wipers meeting the stand-
therefor as fixed and determined by the Department of Motor
Vehicles. The Department of Motor Vehicles is authorized to pro-
mulgate such standards by means of rules or regulations.

On and after January 1, 1966, before the Department of Motor
Vehicles register and titles any used motor vehicle, it shall require
the applicant to present a certificate of inspection for the vehicle
issued as provided in this sub title.

(a) The inspection of vehicles and the issuance of certificates of
inspection required under this sub-title is performed by the Maryland
State Police under the procedures and in the manner determined
by the Department of Motor Vehicles.
(b) Inspections are made and certificates of inspection are issued
at any State Police post or barrack in the State. The Department
of Motor Vehicles may determine the number of additional facilities
required under this sub title and to lease or rent facilities for this
purpose at such locations as he may determine to be necessary.
