appointment of an assistant adjutant general for air in the State
militia and to specify his tenure and his powers and duties.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 9 of Article 65 of the Annotated Code of Maryland
(1964 Replacement Volume), title "Militia", sub-title "In General",
be and it is hereby repealed and re-enacted, with amendments, to read
as follows:
9. The Adjutant General shall be appointed by the Governor by
and with the advice and consent of the Senate. He shall have a com-
missioned grade not above that of lieutenant general, and his salary
shall be as stated in the annual budget. He may be appointed by the
Governor as chief of staff of the Governor's staff.
The assistant adjutant general shall be appointed by the Governor
and his term of office shall be at the pleasure of the Governor. He
shall have a commissioned grade not above that of brigadier general,
and his salary shall be as stated in the annual budget. He will perform
such military duties as may be assigned him by the Governor or by
the Adjutant General.
An Assistant Adjutant General for Air shall be appointed by the
Governor and his term of office shall be at the pleasure of the Gover-
nor. He shall have a commissioned grade not above that of Brigadier
General. He will perform such military duties as may be assigned to
him by the Governor or by the Adjutant General.
The Governor may choose a staff consisting of the Adjutant Gen-
eral, and not more than twelve aides. The aides will be selected by the
Governor from among the commissioned officers of the National
Guard and naval militia. Each of them may receive an appointment
as aide, which however, shall not add to the actual grade of the officer
so appointed; nor shall such officer be relieved from duty with the
organization to which he is assigned, except when actually on duty
as aide under the orders of the Governor.
The appointment of a chief of staff and of aides shall be at the
pleasure of the Governor.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

(Senate Bill 277)
AN ACT to repeal and re-enact, with amendments, Section 10 (a) of
Article 24 of the Annotated Code of Maryland (1957 Edition),
title "Costs", to require that the clerk of the circuit court for Har-
ford County not docket any suit or issue process thereon unless
there is first deposited with him advanced costs in the amount of
$5.00, and relating generally to advanced costs in Harford County.
