A-10 to all Assessors and Grade A-8 to all Assessors Aides, but the
portion of said salary to be paid by the State shall be limited to 60%
of the amounts required to be paid according to the applicable scale
of Maryland State Employees Standard Salary Scale as otherwise
provided in this section.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 6A (a)
of Article 62B of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "Maryland Port Authority", and to repeal and
re-enact, with amendments, Section 50 of Article 96 of the Code
(1964 Replacement Volume), title "United States", sub-title
"Agreements on Works of Improvement", increasing the aggre-
gate amount which a county or municipal corporation may borrow
from the Maryland Port Authority, and expressly authorizing any
county, Baltimore City, or municipality to enter into agreements,
contracts and obligations of repayment pursuant to the federal
Area Redevelopment Program.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 6A (a) of Article 62B of the Annotated Code of Mary-
land (1964 Replacement Volume), title "Maryland Port Authority",
be and it is hereby repealed and re-enacted, with amendments, and
that Section 50 of Article 96 of the Code (1964 Replacement Vol-
ume), title "United States", sub-title "Agreements on Works of
Improvement", be and it is hereby repealed and re-enacted, with
amendments, and all to read as follows:
Article 62B
6A.
(a) Any municipal corporation or county within the State may
by ordinance or resolution duly passed make application to the
Authority for the construction, acquisition, extension, enlargement
or improvement within its boundaries of port facilities, as herein
defined in Section 4 (g) of this article; and for the purposes of this
section the territorial jurisdiction of the Authority shall not be
limited as provided in Section 2 or elsewhere in this article, but
shall extend to and include, any municipal corporation or county in
this State. Upon approval by the Authority of such application, pro-
vided the same, in the sole determination of the Authority, is in
furtherance of the purposes of this article, any such municipal cor-
poration or county so applying to the Authority may contract there-
with, and be fully bound, thereon, for any of the purposes aforesaid,
