4.7. Employees of the Department of Public Buildings and Grounds
in Annapolis, Division of Operation and Maintenance.

On and after July 1,1965, all positions in the Division of Operation
and Maintenance of the Department of Public Buildings and Grounds
in Annapolis, which prior thereto were unclassified, shall be included
within the provisions of the Classified Service and subject generally
to all privileges and responsibilities provided in this Article. Pro-
vided, however, that all such employees shall be required to serve
a six (6) months' probationary period expiring on December 31,1965.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1965.

CHAPTER 714
(House Bill 275)

AN ACT to add new Sections 266J-266CC, inclusive to Article 41
of the Annotated Code of Maryland (1957 Edition and 1964 Sup-
plement), title "Governor—Executive and Administrative Depart-
ments," subtitle "Department of Economic Development," to follow
immediately after Section 266-I thereof and to be under the new
subheading "Maryland Industrial Development Financing Author-
ity Act," creating the Maryland Industrial Development Financing
Authority, providing generally for its members, powers and duties,
providing also for the powers and duties of certain other State
officials in relation to the Industrial Development Financing Au-
thority, authorizing the several counties, Baltimore City and those
municipal corporations subject to Article HE of the Constitution
to participate in industrial projects hereunder as mortgagors, and
relating generally to economic development and the Industrial
Development Financing Authority Act in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 266J-266CC, inclusive, be and they are hereby
added to Article 41 of the Annotated Code of Maryland (1957 Edition
and 1964 Supplement), title "Governor—Executive and Administra-
tive Departments," subtitle "Department of Economic Development,"
to follow immediately after Section 266-I thereof, to be under the
new subheading "Maryland Industrial Development Financing Au-
thority Act," and all to read as follows:

266J. Short Title.

This sub-title may be known as the Maryland Industrial Develop-
ment Financing Authority Act.

266K. Purpose.

It is declared that a need exists for new and expanded industrial
enterprises to provide enlarged opportunities for gainful employment
by the people of Maryland and thus to insure the preservation and
