(d-1) In Caroline County, the annual license fee for such a license
shall be one hundred dollars ($100.00).
(n) This section shall not apply to Baltimore City, nor to Anne
Arundel, Baltimore, [Caroline,] Dorchester, Frederick, Harford,
Somerset, and Talbot Counties, in all of which jurisdictions such
licenses shall not be issued.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

(House Bill 12)
AN ACT to add new Section 572A to the Code of Public Local Laws
of Allegany County (1963 Edition, being Article 1 of the Code
of Public Local Laws of Maryland), title "Allegany County," to
follow immediately after Section 572 thereof, and to be under the
new subtitle "Nursing Home," concerning the establishment of a
Nursing Home Board of Allegany County to provide for its mem-
bership, tenure, powers and duties, to authorize the County Com-
missioners to supply funds therefor, and relating generally to
a nursing or convalescent home in Allegany County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 572A be and it is hereby added to the Code of
Public Local Laws of Allegany County (1963 Edition, being Article
1 of the Code of Public Local Laws of Maryland), title "Allegany
County," to follow immediately after Section 572 thereof, and to
be under the new subtitle "Nursing Home," and to read as follows:

572A.
(a) The Board of County Commissioners of Allegany County
is hereby authorized to establish, and shall within ninety (90) days
from the effective date of this subtitle, establish a Nursing Home
Board of Allegany County; and said Board shall be constituted and
controlled as follows:
(b) The Board shall consist of nine members and the initial mem-
bers shall be appointed by the County Commissioners from nominees
submitted to them by the Allegany County Commission on Prob-
lems of the Aging. Three members shall be appointed for terms of
six years, three for four years, and three for two years. As the
terms of the initial appointees expire, or as vacancies occur, their
successors shall be elected by a majority vote of a quorum of the
Board for terms of six years or the remainder of the unexpired
term; and
