seeds, service growing crops and harvest crops, including (1) portable
elevators and conveyors used to load harvested crops into storage
facilities on the farm, and (2) also including but not limited to power
spraying equipment, irrigation equipment and portable grain and
hay dryers, and (3) also but not limited to milking machines:
(1) On each sale where the price is from fifty-one cents (51¢) to
one dollar ($1.00), two cents (2¢);
(2) On each fifty cents (50¢) of price or fraction thereof in ex-
cess of one dollar ($1.00), one cent (1¢).
Sec. 6. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other pro-
visions or any other application of this Act which can be given effect
without the invalid provision or application, and to this end, all the
provisions of this Act are hereby declared to be severable.
Sec. 7. And be it further enacted, That the Governor of Mary-
land, as soon as reasonably possible after the enactment of this Act,
shall employ a competent and impartial firm of management con-
sultants to conduct a thorough and complete study of the structure,
efficiency, personnel, operational procedures, administration, and
financing procedures of the State Roads Commission; and the Gov-
ernor shall direct this firm of management consultants to submit to
him and to the General Assembly a complete report on these studies
not later than January 1, 1965. The cost of this study shall not
exceed seventy-five thousand dollars ($75,000.00).
Sec. 8. And be it further enacted, That this Act shall take effect
June 1, 1964.

(Senate Bill 39)
AN ACT to add a new Section 266-I (d) to Article 41 of the Anno-
tated Code of Maryland (1957 Edition and 1963 Supplement),
title "Governor—Executive and Administrative Departments",
sub-title "Department of Economic Development", sub-heading
"Industrial Buildings for Counties and Municipalities", to follow
immediately after Section 266-1 (c) thereof to authorize municipal
corporations subject to Article 11-E of the Constitution to finance
industrial buildings by the issuance of revenue bonds under
charter amendments adopted pursuant to Section SECTIONS 31
THROUGH 39 of Article 23A of said Annotated Code of Mary-
land as an alternative to the finance procedures prescribed under
said sub-heading.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 266-I (d) be and it is hereby added to Article 41
of the Annotated Code of Maryland (1957 Edition and 1963 Supple-
ment), title "Governor—Executive and Administrative Depart-
ments", sub-title "Department of Economic Development", sub-
heading "Industrial Buildings for Counties and Municipalities", to
