(C) A RESIDENT OF HOWARD COUNTY CONTINUOUSLY
FOR AT LEAST ONE (1) YEAR IMMEDIATELY PRIOR TO HIS
APPOINTMENT OR ELECTION, AND
(D) IS DISTINGUISHED FOR INTEGRITY, WISDOM, AND
SOUND LEGAL KNOWLEDGE.
152E.
(a) The two Judges of said Court shall select one of the Judges
of said Court as Chief Judge and Administrative Officer who shall
receive an annual salary of [Six Thousand Five Hundred Dollars
($6,500)] Seven Thousand Five Hundred Dollars ($7,500). The
other Judge shall receive an annual salary of [Six Thousand Dollars
($6,000)] Seven Thousand Dollars ($7,000). RECEIVE SUCH
ANNUAL SALARY AS MAY BE ESTABLISHED BY THE COUN-
TY COMMISSIONERS FROM TIME TO TIME.
152H.
(d) The People's Court of Howard County, before conviction of
any person accused of crime with the written consent of the person
so accused, whether a minor or an adult, and after conviction or
after a plea of guilty or nolo contendere, without such consent, are
empowered, during the term of court in which such consent, convic-
tion or plea is had, to:
(1) Suspend the imposition of sentence; or
(2) Place such person on probation without finding a verdict; and
(3) Make such conditions of suspension of sentence and proba-
tion as the court may deem proper.
152J.
(a) There shall be a Chief Clerk of the People's Court who shall
be appointed by the Chief Judge, receive an annual salary of not
less than four thousand dollars ($4,000) to be set by the County
Commissioners, and give bond with corporate surety, conditioned
upon the proper performance of his duties, in such amount as the
Chief Judge shall prescribe, the premium of which shall be paid by
the county commissioners.

(a) In addition to the Chief Clerk, there shall be one (1) assist-
ant clerk of the People's Court who shall receive an annual salary of
not less than thirty-six hundred dollars ($3,600), one constable who
shall receive an annual salary of not less than twelve hundred dollars
($1,200), and such additional employees as the Chief Judge may
from time to time deem necessary, who shall receive such salaries
as are provided in the annual county budget. The Chief Clerk with
the approval of the Chief Judge, shall make the appointments to all
such positions and shall supervise and direct the work thereof. The
County Commissioners shall set the salaries of the employees men-
tioned in this subsection.
(b) The Chief Judge shall appoint a full time bailiff who shall
receive an annual salary of not less than twenty-four hundred dol-
lars ($2,400), to be set by the County Commissioners.
