CHAPTER 22
(Senate Bill 1)
AN ACT making an emergency appropriation for the payment of the
expenses of the General Assembly of Maryland for the Extra-
ordinary Session of 1964.
Section 1. Be it enacted by the General Assembly of Maryland,
That the sum of Fifty Thousand Dollars ($50,000), or so much there-
of as may be necessary, be and the same is hereby appropriated as
an emergency appropriation from any funds in the General Surplus
Fund Account of the Treasury of the State for the fiscal year ending
June 30, 1964; for the payment of the officers and employees of the
General Assembly of Maryland of the Extraordinary Session of 1964
and for the expenses of said Session, including mileage and expenses
of the members, printing, binding, and miscellaneous expenses.
Sec. 2. And be it further enacted, That the Treasurer of the State
shall, upon the warrant of the Comptroller, disburse the said sum of
money herein appropriated for the objects and purposes herein speci-
fied, to or upon the order of the person or persons entitled to receive
the same.
Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 23
(Senate Bill 5)
AN ACT to authorize the County Commissioners of Worcester Coun-
ty to enter into an agreement with the County Commissioners of
Somerset County for the purpose of indemnifying the County Com-
missioners of Somerset County from any and all damages, court
costs, counsel fees, and other costs that may be payable by the
County Commissioners of Somerset County by reason of the
dredging and construction of a certain canal or channel in Poco-
moke Sound together with any costs incurred by the County Com-
missioners of Somerset County as a result of the dredging and con-
struction of this canal or channel, under a contract with some
agency or agencies of the United States government.
Whereas, The United States of America, through the Army Corps
of Engineers, has had and will in the future have available funds
for the dredging and construction of a canal or channel across a por-
tion of the Pocomoke Sound leading to the mouth of the Pocomoke
River, in Somerset County; and
Whereas, The United States government, before undertaking said
dredging and construction, requires the county in which the project
