complete transcript of the record in the case, upon payment of all
costs for preparation of same by the appellant.

(b) Any person, firm, corporation, guardian, conservator, re-
ceiver, trustee, executor, or other judicial officer, who, alone or
jointly or severally with others, owns, holds, or controls the whole,
or any part, either freehold or leasehold title to any dwelling or
dwelling unit, not specifically exempted by this Bill, with or without
accompanying actual possession thereof, and shall include in addition
to the holder of legal title, any vendee in possession thereof, who shall
lease, rent, let or loan or cause to be leased, rented, let or loaned, any
structure of any kind, or part thereof in Howard County for human
occupancy without having obtained a permit and/or certificate of
occupancy as aforesaid shall be guilty of a misdemeanor and, upon
conviction thereof, shall be fined not less than $25 nor more than $500,

or imprisoned in jail for not less than ten days nor more than six

months, or both, at the discretion of the Court. TEN DOLLARS
($10.00) NOR MORE THAN ONE HUNDRED DOLLARS ($100.00).

No conviction hereunder shall in any manner relieve any person of
any other penalties or the necessity of securing and paying for a per-
mit and/or certificate of occupancy hereunder and complying with
all other applicable rules, regulations and laws.

118.

(a)    The County Commissioners of Howard County are hereby
given full power and authority to provide for entry into, inspec-
tion and examination of all buildings, lots, yards, and vehicles of
every description,
WITH THE CONSENT OF THE OWNER
AFTER GIVING HIM DUE NOTICE, to ascertain their con-
dition for health, cleanliness and safety; to take down and
remove, or make safe and secure, any and all buildings, walls,
structures, or superstructures, at the expense of the owners
thereof, that are or may become dangerous or that are erected
or suffered to remain contrary to such law or such regulations
as they may adopt or to require said owners or agents to
take down and remove them, or put them in a safe and sound
condition, all at their own expense; to make any and all expenses
and costs incurred by the County Commissioners of Howard
County, in, about, and by reason of the taking down and removal, or
the making safe and secure of all buildings, walls, structures, or
superstructures, as aforesaid, a lien upon the land or improvements,
or both, and to provide for the enforcement of such liens by sale of
the property, whether real or personal, or by suit at law for all
such expenses or any deficit after sale as aforesaid; and generally
to adopt and enforce for the whole of Howard County all neces-
sary rules and regulations for any and all the aforegoing purposes.
The County Commissioners of Howard County are hereby authorized
and empowered to adopt a Housing Code for Howard County and
to incorporate into the Housing Code of Howard County specifica-
tions and data by reference to the Howard County Fire Prevention
Code, the Howard County Building Code, and the rules and regu-
lations of the Metropolitan Commission, and data so referred to shall
have the same force and effect as if printed in its entirely in the
said Housing Code of Howard County.

(b)   The County Commissioners may exercise all or any part of
the powers granted hereunder, but no rules and regulations adopted
