Provided, that in Allegany County and Montgomery County the
penalty for a violation thereof shall be a fine not in excess of one
thousand dollars, or confinement in the county jail, or house of cor-
rection for a period not to exceed two years, or both fine and imprison-
ment in the discretion of the court.
155.
(p) In Montgomery County, each member of the board of license
commissioners shall receive [twelve hundred] two thousand dollars
[($1,200.00)] ($2,000.00).
Sec. 2. And be it further enacted, That if any provisions of this
act or the application thereof to any person, corporation, association,
etc. or circumstances is held invalid, such invalidity shall not affect
other provisions or applications of this act which can be given effect
without the invalid provisions or application, and to this end the pro-
visions of this act are hereby declared to be severable.
Sec. 3. And be it further enacted, That this Act shall take effect
on June 1, 1964.

(House Bill 54)
AN ACT to repeal Sections 116, 117, 118, 119 and 120 of the Code of
Public Local Laws of Howard County (1957 Edition, being Article
14 of the Code of Public Local Laws of Maryland), title "Howard
County," subtitle "Housing Code," and to enact new Sections 116,
117, 118, 119 and 120 in lieu thereof, to stand in the place of the
sections so repealed, revising the provisions concerning the so-
called Housing Code of Howard County, and relating generally
to the powers of the County Commissioners and of the Housing
Administrator and of other officials in Howard County with re-
spect to housing and the Housing Code.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 116, 117, 118, 119 and 120 of the Code of Public
Local Laws of Howard County (1957 Edition, being Article 14 of
the Code of Public Local Laws of Maryland), title "Howard County,"
subtitle "Housing Code," be and they are hereby repealed, and that
new Sections 116, 117, 118, 119 and 120 be and they are hereby
enacted in lieu thereof, to stand in the place of the sections so re-
pealed, and to read as follows:
116.
The County Commissioners of Howard County are hereby au-
thorized and empowered to appoint and employ some suitable
person as Housing Administrator for Howard County and such num-
ber of inspectors, assistants, stenographers, clerical and AND SUCH
other help as they may deem necessary. The Housing Administrator
and Housing Inspectors, and all other personnel, shall be removable
