House Bill No. 58—By Delegate Medairy:
A Bill entitled: An Act to add a new Section 32-64A to Baltimore
County Code 1958, (being Article 3 of the Code of Public Local Laws of
Maryland), title "Baltimore County," subtitle "Water, Sewers and Sewage
Disposal," subheading "Metropolitan District," to follow immediately after
Section 32-64 thereof and to be under "Division 5. Electric Lines," pro-
viding that within the limits of the Metropolitan District of Baltimore
County it is unlawful to construct steel or metal towers for carrying high-
tension electric wires.

House Bill No. 59—By Delegates Maguire, Stone and Larrimore:
A Bill entitled: An Act to repeal and re-enact, with amendments,
Section 100 of Article 52 of the Annotated Code of Maryland (1957
Edition), title "Justices of the Peace," subtitle "Trial Magistrate System,"
permitting all Trial Magistrates to place a defendant on probation before
verdict and to change a verdict and/or sentence within ten days because
of mistake or error in both traffic and criminal cases.

INTRODUCTION OF RESOLUTION
House Resolution No. 3—By the Montgomery County Delegation:
House Resolution expressing deepest regrets over the passing of Mr.
Wesley I. Sauter of Montgomery County.
The members of the House of Delegates of Maryland join with
the Montgomery County Delegation in mourning the untimely
passing of Mr. Wesley I. Sauter of Montgomery County.
Mr. Sauter was a youth leader and guidance counselor in the
public school system of Montgomery County.
He had graduated with honors from the Bethesda-Chevy Chase
High School in 1951 and from the University of Maryland in 1955.
Beginning in 1955 and continuing for four years, he taught history
and English at Takoma Park Junior High School. During this period,
he also received a master's degree in education from the University
of Maryland.
Since 1959 Mr. Sauter had served as guidance counselor at Mont-
gomery Hills Junior High School in Silver Spring.
He was the leader of the Christian Service Brigade Battalion, a
youth organization sponsored by the Fourth Presbyterian Church of
Bethesda. He also was active in the Montgomery County Boys Baseball
Association, the Bethesda-Chevy Chase YMCA Basketball League, the
Boy Scouts, and Sunday School work.
In the passing of Mr. Wesley I. Sauter, Montgomery County and
the Public School system of the entire State lost a young man of
distinction and promise. Although but thirty-one years of age at
the time of his passing, Mr. Sauter already had won honors and
