House Bill No. 49—By Delegate Caldwell:

A Bill entitled: An Act to add new Section 362 to Article 48A of the
Annotated Code of Maryland (1963 Supplement), title "Insurance Code,"
subtitle "21. Variable Annuities," to follow immediately after Section 361
thereof, providing that no life insurer shall issue in Maryland or issue
for delivery in Maryland contracts on a variable basis, and defining for
the purposes of this Act the term "contracts on a variable basis," and
providing for the termination of this Act.

Which was read the first time and referred to the Committee on
Rules.

House Bill No. 50—By Delegate Abramson, M.:

A Bill entitled: An Act to add new Section 49B to Article 81 of the
Annotated Code of Maryland (1957 Edition and 1963 Supplement), title
"Revenue and Taxes," subtitle "When Taxes are Payable," to follow im-
mediately after Section 49A thereof, providing for the payment of esti-
mated tangible personal property taxes in certain cases where the assess-
ments are made by the State Department of Assessments and Taxation,
providing for billing or refunds after final determination of the tax by
said department, and providing for certain interest and penalties on
amounts finally determined by said department to be due.

House Bill No. 51—By Delegate Bresler:

A Bill entitled: An Act to repeal Section 64(f) of Article 33 of the
Annotated Code of Maryland (1957 Edition), title "Elections," subtitle
"Primary Elections," and to enact a new Section 64 (f) in lieu thereof,
to stand in the place of the section so repealed, providing that at primary
elections in this State, so-called write-in votes are permissible, and re-
lating generally to the manner and effect of such votes.

Rules.

House Bill No. 52—By Delegate Medairy:

A Bill entitled: An Act to propose an amendment to Section 61 (a)
of Article III of the Constitution of Maryland, title "Legislative Depart-
ment," amending the constitutional provision concerning slum clearance
and redevelopment and urban renewal in order to provide that in Balti-
more County lands or property needed or taken by the exercise of the
power of eminent domain are not needed for or taken for public uses and
purposes, and providing for the submission of this amendment to the
qualified voters of this State for adoption or rejection.
