House Bill No. 42—By Delegate Bresler:

A Bill entitled: An Act to add new Article 44 of the Annotated Code
of Maryland (1963 Supplement), title "Housing Finance," to follow im-
mediately after Article 43 thereof, providing for the establishment of the
housing finance agency, outlining its functions, duties, basis for financing
of housing, authorizing the agency to issue bonds, providing for State
funds to underwrite such bonds, and generally relating to the powers and
duties of the agency. There continues to exist in the state a seriously
inadequate supply of safe and sanitary dwelling accommodations within
the financial reach of families and persons (including aged persons) of
low income. This condition is contrary to the public interest and threatens
the health, safety, welfare, comfort and security of the people of the
state. The ordinary operations of private enterprise cannot provide an
adequate supply of safe and sanitary dwelling accommodations at rentals
which families and persons of low income can afford. In order to en-
courage the investment of private capital and provide such dwelling ac-
commodations, provision should be made for mortgage loans, at low
interest rates, to housing companies which, subject to state regulation as
to rents, profits, dividends and disposition of their property, supply multi-
ple dwelling accommodations, and other facilities incidental or appur-
tenant thereto, to such families and persons. For that purpose there
should be created a corporate governmental agency of the state, to be
known as the "Maryland housing finance agency," which, through the
issuance of its bonds, notes or other obligations to the private investing
public, may attract a broad base of investment by the greatest number
of the general public and obtain the funds necessary to make such mort-
gage loans. Thus, private capital will be encouraged to enter this field of
investment and will help meet the housing needs of families and persons
of low income.

House Bill No. 43—By Delegate Bresler:

A Bill entitled: An Act to add new Section 324A to Article 77 of the
Annotated Code of Maryland (1963 Supplement), title "Public Educa-
tion," to follow immediately after Section 324 thereof and to be under
the new subtitle "School-to-Employment Program," providing a part-time
school and part-time employment program for certain pupils in the public
school system.

Which was read the first time and referred to the Committee on
Rules.

House Bill No. 44—By Delegate Bresler:

A Bill entitled: An Act to add new Section 113A to Article 43 of
the Annotated Code of Maryland (1957 Edition), title "Health," subtitle
"Nuisances," to follow immediately after Section 113 thereof, providing
that receivers may be appointed in cases in which nuisances have not been
abated by their owners, providing for powers and duties of such receivers,
the priority of the liens of such receivers and generally relating to such
receivers.
