RECESS

At 12:05 o'clock P. M., on motion of Mr. Wheatley, the Senate took a
recess until 4:00 o'clock P. M.

AFTER RECESS

At 4:00 P. M., the Senate resumed its session.

INTRODUCTION OF BILLS
Senate Bill No. 37—By Senator Dean:

A Bill entitled: An Act to repeal and re-enact, with amendments, Sec-
tion 184 of Article 18 of the Code of Public Local Laws of Maryland (1930
Edition), title "Queen Anne's County", sub-title "County Commissioners",
as said section was last amended by Chapter 584 of the Acts of 1963, to
change provisions for the payment of expenses to the County Commission-
ers of Queen Anne's County.

Which was read the first time and referred to the Committee on
Rules.

Senate Bill No. 38—By Senator Welcome:

A Bill entitled: An Act to repeal Sections 159-166A, inclusive, of Ar-
ticle 33 of the Annotated Code of Maryland (1957 Edition and 1963 Supple-
ment) , title "Elections", sub-title "House of Representatives", and to enact
in lieu thereof new Sections 159-166A, inclusive, to stand in the place of the
sections so repealed, revising the several congressional districts in this
State for the election of representatives in the Congress of the United States,
creating a new Eighth Congressional District, and relating generally to the
boundaries of the several Congressional Districts in this State and to the
election of representatives to fill these offices.

Which was read the first time and referred to the Committee on
Rules.

Senate Bill No. 39—By Senator Snyder:

A Bill entitled: An Act to add a new Section 266-1 (d) to Article 41 of
the Annotated Code of Maryland (1957 Edition and 1963 Supplement), title
"Governor—Executive and Administrative Departments", sub-title "De-
partment of Economic Development", sub-heading "Industrial Buildings
for Counties and Municipalities", to follow immediately after Section 266-
I (c) thereof to authorize municipal corporations subject to Article 11-E of
the Constitution to finance industrial buildings by the issuance of revenue
bonds under charter amendments adopted pursuant to Section 39 of Article
23A of said Annotated Code of Maryland as an alternative to the finance
procedures prescribed under said sub-heading.
