464 JOINT RESOLUTIONS
Whereas, The Committee in its 1963 Report to the Legislative
Council asked that the Corps of Engineers' Report be released, and
that the State Planning Department was preparing the State's
position in the report for transmittal to the Governor of Maryland,
and
Whereas, It is expected that the Corps' plan will be submitted to
Congress in 1964 for approval, and the Special Committee is request-
ing that it be continued for 1964 in order to make its recommenda-
tion on the Corps' report, and
Whereas, The Special Committee in its 1963 Report urged con-
sideration of amendments of the 1961 Patuxent River Watershed
Act to change the administration of this act on the part of the State,
and made a recommendation for further review of water pollution
controls, now, therefore, be it
Resolved by the General Assembly of Maryland, That the Legisla-
tive Council is requested to reappoint its Special Committee on the
Potomac and Patuxent Rivers for 1964; and be it further
Resolved, That a copy of this Resolution is sent to the secretary of
the Legislative Council.

House Joint Resolution designating the 14th Day of September as
National Anthem Day.
Whereas, on the 14th day of September, in the year 1814, Francis
Scott Key, after a night of vigil while detained by the British in-
vaders planning the capture of Baltimore, was inspired to write
his song, "The Star-Spangled Banner"; and
Whereas, this song has been officially adopted as the National
Anthem of the United States; and
Whereas, Francis Scott Key was born in that part of Frederick
County which is now Carroll County in the State of Maryland and
his final resting place is in Mt. Olivet Cemetery in Frederick, Mary-
land, where the Key Monument is over the grave and our country's
flag flies twenty-four hours a day; and
Whereas, a number of our sister states have declared the 14th
day of September as National Anthem Day; and
Whereas, the Frederick Chapter, Daughters of the American
Revolution, have launched a nationwide movement designed to obtain
greater appreciation of our National Anthem and honor for its
author, Francis Scott Key; and
Whereas, this year, 1964, is the 150th Anniversary of the writ-
ing of our National Anthem; now therefore, be it
