colonial town; and be it further

Resolved, That the General Assembly appeals to the civic con-
science and to the hearts of those who for crass reasons of profit
and gain might overlook the obligation they owe to this City and
the State of Maryland; and be it further

Resolved, That the Secretary of State of Maryland be directed to
send a copy of this Resolution under the Great Seal of Maryland to
the Mayor of the City of Annapolis and to Historic Annapolis, Inc.

(Senate Joint Resolution 18)

Senate Joint Resolution requesting the State Roads Commission,
whenever feasible and practicable, to advertise highway construc-
tion projects in such manner that smaller contractors will not be
prohibited from bidding upon such contracts because of their
size and bonding limitations.

Whereas, it has sometimes been the policy of the State Roads
Commission to advertise and accept bids for construction or recon-
struction of long and continuous sections of a state highway as one
contract; and

Whereas, this policy may, and often does, act to the detriment of
many of Maryland's smaller contractors and smaller contractors
elsewhere who, because of their size and their bonding limitations,
are unable to bid on such large contracts; and

Whereas, if such contracts were severed or broken down into two
or more smaller contracts, many of Maryland's smaller contractors,
as well as smaller contractors elsewhere, would be able to bid on
such smaller construction projects, thus assuring more competition
in bidding, with the possibility of the State's realizing lower bids; and

Whereas, by severing larger contracts into several smaller con-
tracts for advertising, bidding, and construction purposes, smaller
highway contractors will not be discriminated against in favor of
larger contractors.

Now, therefore, be it resolved by the General Assembly of Mary-
land, that the State Roads Commission is requested, whenever it is
feasible and practicable to do so, and in order not to discriminate
against smaller contractors in Maryland and elsewhere, to plan and
program highway construction contracts in such manner that small
contractors will not be disqualified because of their size and bonding
limitations to bid upon such contracts.

And be it further resolved, that a copy of this resolution be sent
to the Chairman and to each of the members of the State Roads Com-
mission of Maryland.
