(Senate Joint Resolution 4)

Senate Joint Resolution expressing deepest regret over the passing
of Michael J. Birmingham, Sr.

The members of the General Assembly in Maryland have learned
with sorrow and regret of the passing of Michael J. Birmingham, Sr.
of Baltimore County.

Mr. Birmingham was an outstanding political and civic leader in
Baltimore County and contributed much to the welfare of his county
and State.

Mr. Birmingham was a native of Baltimore County, having been
born in the Sparrows Point area in 1892. He attended parochial
schools in the county and also took night courses at Strayers Business
College in the city.

He had been in business for himself since 1917 and took an active
part in the economic and commercial life in Baltimore City and
County. Mr. Birmingham first took part in political affairs in 1938
when he was appointed a trial magistrate for Baltimore County. In
1950, he was elected a County Commissioner in Baltimore County, and
in 1952, became President of the Board of County Commissioners of
Baltimore County.

After being re-elected as County Commissioner in 1954, Mr.
Birmingham again became President of the Board. Two years later
in 1956, he was elected National Committeeman in Maryland for the
Democratic party.

Also, in 1956, Baltimore County became a chartered county, and
Mr. Birmingham moved from his position as President of the Board
of County Commissioners to the new position as County Executive.

Finally, in 1960, Mr. Birmingham again was elected as National
Committeeman in Maryland for the Democratic party.

"Mike" Birmingham was an affable and friendly man with a wide
circle of friends and acquaintances. In his passing, Baltimore County
and the State of Maryland have lost a civic leader and a statesman
of wide experience and sound judgment.

The members of the General Assembly of Maryland join in express-
ing deepest regrets over the passing of "Mike" Birmingham. Now
therefore be it

Resolved by the General Assembly of Maryland, That the sincere
sympathy of every member of this Body be expressed over the passing
of Michael J. Birmingham, Sr. of Baltimore County. AND THAT
THE SECRETARY OF STATE BE DIRECTED TO MAIL A COPY
OF THIS RESOLUTION TO MR. AND MRS. MICHAEL J. BIR-
MINGHAM, JR., 3028 DUNGLOW ROAD, DUNDALK 22, MARY-
LAND.
