226.

The Commission is authorised to inspect and approve or dis-
approve any schedule of fees and or service charges charged by any

licensee for the sale of a check, draft and or money order for the

purpose of determining whether or not such fees and or service
charges are in keeping with the general practices of the trade and in

the public interest; and the Commissioner shall make such rules and

regulations as may be necessary to carry out the provisions of this

219A.

(A) EVERY LICENSEE SHALL BE REQUIRED TO ISSUE
OR REFUSE TO ISSUE A DUPLICATE CHECK, DRAFT, AND/
OR MONEY ORDER WITHIN THIRTY (30) DAYS FROM THE
DATE OF THE WRITTEN REQUEST OF THE ORIGINAL PUR-
CHASER OF SUCH ITEM.

(b) A REQUEST BY AN ORIGINAL PURCHASER OF A
CHECK, DRAFT AND/OR MONEY ORDER FOR THE ISSUANCE
TO SUCH PURCHASER BY A LICENSEE OF A DUPLICATE
OF SUCH ITEM SHALL BE BY WRITTEN REQUEST OF THE
ORIGINAL PURCHASER OF SAID ITEM ACCOMPANIED, IF
THE LICENSEE SO REQUIRES, BY AN AFFIDAVIT OF THE
APPLICANT SETTING OUT THE REASON FOR SAID REQUEST
AND THE FACTS WITH RESPECT TO THE LOSS OF OR FAIL-
URE TO PRODUCE THE ITEM FOR WHICH A DUPLICATE IS
REQUESTED AND, IF SO REQUIRED BY THE LICENSEE, A
PERSONAL INDEMNITY BOND OF SAID APPLICANT. IF THE
AGGREGATE AMOUNT OF THE ITEM OR ITEMS FOR WHICH
A DUPLICATE IS REQUESTED EQUALS OR EXCEEDS $50,
THE LICENSEE MAY REQUIRE THE APPLICANT TO FURNISH
A LOST INSTRUMENT CORPORATE BOND.

219B.

IF THE COMMISSION OR HIS AUTHORIZED REPRESENTA-
TIVE SHALL FIND THAT THE BOOKS, RECORDS AND AC-
COUNTING PROCEDURES OF A LICENSEE ARE NOT ADE-
QUATE TO PERMIT HIM TO ASCERTAIN IF THE LICENSEE IS
COMPLYING WITH THE LAW, THE COMMISSIONER OR HIS
REPRESENTATIVE IS AUTHORIZED TO REQUIRE SAID LI-
CENSEE TO ADOPT STANDARD, RECOGNIZED, ACCOUNTING
AND BOOKKEEPING PROCEDURES AND RECORDS IN ORDER
THAT THE COMMISSIONER MAY DEFINITELY ASCERTAIN
THAT SAID LICENSEE IS OPERATING HIS SALES TRANS-
ACTIONS AS CONTEMPLATED WITHIN THE CURRENCY
EXCHANGE LAW.

219C.

THE COMMISSIONER SHALL HAVE THE POWER TO MAKE
SUCH REASONABLE RULES AND REGULATIONS AS MAY BE
NECESSARY TO CARRY OUT THE PROVISIONS OF THIS SUB-
TITLE.
