"Executive and Administrative Departments," subtitle "General
Provisions," increasing the requirement of attendance at meetings
for members of State Boards or Commissions, providing for guber-
natorial pardon.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 4 of Article 41 of the Annotated Code of Maryland (1957
Edition), title "Executive and Administrative Departments," subtitle
"General Provisions," be and it is hereby repealed and re-enacted
with amendments to read as follows:

Any member of any State board or commission appointed by the
Governor who shall fail to attend at least 50 per cent of the meetings
of the board or commission of which he is a member [for a] during
any period of twelve consecutive months shall be considered to have
resigned and the chairman of said board or commission shall forward
or cause his name to be forwarded to the Governor, not later than
January 15 of the year following such non-attendance with the state-
ment of such nonattendance, and the Governor shall thereupon ap-
point his successor for the remainder of the term. If the member has
been unable to attend meetings as required by this section for reasons
satisfactory to the Governor, the Governor may waive such resigna-
tion if such reasons are made public.
Sec. 2. And be it further enacted, That the provisions of this Act
shall be construed to extend or apply to those persons in office on the
effective date of this Act.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1964.

(House Bill 329)
AN ACT to repeal and re-enact, with amendments, Section 22 of
Article 66½ of the Annotated Code of Maryland (1957 Edition),
title "Motor Vehicles," subtitle "Administration—Registration—
Titling," restoring to the motor vehicle laws a penalty for operat-
ing or knowingly allowing to be operated a motor vehicle on which
the registration has been suspended or revoked.
Section 1. Be it enacted by the General Assembly of Maryland,

(1957 Edition), title "Motor Vehicles," subtitle "Administration—
Registration—Titling," be and it is hereby repealed and re-enacted,
