(b)   The Department may, in its discretion, upon the application
of such a person, issue a certificate of self-insurance when it is sat-
isfied that such person is possessed and will continue to be possessed
of ability to pay judgments obtained against such person.

(c)  Upon not less than five days' notice and a hearing pursuant
to such notice, the Department may upon reasonable grounds cancel
a certificate of self-insurance. Failure to pay any judgment within
thirty days after such judgment shall have become final shall con-
stitute a reasonable ground for the cancellation of a certificate of
self-insurance.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

CHAPTER 113
(House Bill 257)

AN ACT to repeal and re-enact, with amendments, Section 291 (d)
of Article 66½ of the Annotated Code of Maryland (1957 Edition)
title "Motor Vehicles," subtitle "Operation of Vehicles Upon High-
ways," providing that truck-tractors having 3 or more axles need
not have brakes on the front wheels.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 291 (d) of Article 66½ of the Annotated Code of Mary-
land (1957 Edition), title "Motor Vehicles," subtitle "Operation of
Vehicles Upon Highways," be and it is hereby repealed and re-
enacted, with amendments, to read as follows:

291.

(d) Every new motor vehicle, trailer, or semi-trailer hereafter
sold and operated upon the highways of this State, shall be equipped
with service brakes upon all wheels of every such vehicle, except any
motorcycle, and except that any semi-trailer of less than 1,500 pounds
gross weight need not be equipped with brakes, and except that any
truck-tractor having three or more axles need not have brakes on the
front wheels.

Sec. 2. And be it further enacted, That this Act shall take effect
on June 1, 1964.
