advanced professional certificate or having equivalent status in
Baltimore City as determined by the State Department of Education
shall receive an annual salary of not less than the amount specified
in the following schedule, [which figures shall also be used for the
purposes of the calculation of equalization payments, for the year
of teaching applicable to him or her:] for the year of teaching ap-
plicable to him or her (and these figures shall also be used for the
purposes of calculating "the State's Share of Current Expenses"):

[In addition, the actual annual salaries paid to teachers in the
eleventh year or more of teaching experience, for the school year
1960-61 and continuing thereafter, shall exceed by at least three
hundred dollars ($300.00) the annual salary for equivalent teaching
experience which was in effect in the respective county during the
month of November, 1959. However, in any political subdivision in
which, under the authority of subsection (1) of this section, the
sum of $300, which is specified in this paragraph may be applied
toward the payment of what are generally referred to as "merit"
increases and also for supplemental increases for the extra serv-
ices, for teachers selected on the basis of comparative excellence.]
(c) Provided, however, that for the basis of minimum payment
to teachers and of calculation of payments to the board of education
of any county or the mayor and city council of the City of Baltimore
[under the equalization fund established in this article,] for every
teacher, without a degree, the amounts set forth in the schedules
under subsection (b) of this section shall be reduced by $200.00
[for each year of teaching experience] except as otherwise provided
in subsection (g). And provided further that for the basis of cal-
culation of payments to the board of education of any county or the
mayor and city council of the City of Baltimore subsections (d), (e),
(f), (G), (h), [(i)] and (j) of this section shall be applied.
(f) For the school year [1961-1962] 1964-1965 and thereafter,
the salary of a teacher who is a high school graduate holding a
[regular second grade] substitute certificate shall be [$2,700.00]
$3,700.00; and the salary of a teacher who is not a high school grad-
uate holding a [regular third grade] substitute certificate shall be
[$2,500.00] $3,500.00. For the school year 1964-65 and thereafter,
the salary of the position of Aide I shall be $2,700.00 and the salary
of the position of Aide II shall be $2,500.00.
(g) [For the school year 1955-56 and thereafter, the salary of a
teacher or principal holding a provisional certificate shall be $200
