such a psychologist shall not accrue any penalty for late payment
of the renewal fee.

The fees charged by the Board will in general reflect the magni-
tude of the Board's work in connection with processing applications.
The fee for applying for certification will be ten dollars ($10.00).
The fee for conducting written and oral examination will be [fif-
teen dollars ($15.00)] thirty dollars ($30.00). The fee for a certificate
will be ten dollars ($10.00). The fee for renewal of certificate will
be [two dollars ($2.00) annually] no more than ten dollars ($10.00)
annually, as determined from time to time by the Board. The fee
for executing transfer documents to another state will be five dol-
lars ($5.00) to cover the secretarial work involved.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

CHAPTER 103
(House Bill 133)
AN ACT to repeal and re-enact, with amendments, Section 11A
of Article 27 of the Annotated Code of Maryland (1963 Supple-
ment), "Crimes and Punishments," subtitle "Assault on Child,"
requiring physicians to report evidence of mistreatment of chil-
dren to the Maryland State Police* OR POLICE DEPARTMENT
OF THE COUNTY OR CITY AND RELIEVING LIABILITY
FROM SUCH REPORTING.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 11A of Article 27 of the Annotated Code of Maryland
(1963 Supplement), title "Crimes and Punishments," subtitle "As-
sault on Child," be and it is hereby repealed and re-enacted, with
amendments, to read as follows :
11A.
(a) Any parent, adoptive parent or other person who has the
permanent or temporary care or custody of a minor child under
the age of fourteen years who maliciously beats, strikes, or other-
wise mistreats such minor child to such degree as to require medical
treatment for such child shall be guilty of a felony, and upon con-
viction shall be sentenced to not more than fifteen years in the
penitentiary.
(b) Any physician or other person who shall render medical
treatment to a child under the age of fourteen years under circum-
stances which indicate a violation of the foregoing subsection shall
immediately report all circumstances surrounding such treatment
to the police department of the county or city, or the Maryland
State Police, as the case may be.
