a procedure which makes reasonable provision for notice to the
policyholder or subscriber respecting savings fixed and payable
under his policy or contract.
312.
No preliminary certificate granted under the provisions of [this
section] Section 311 shall be valid after one year from its date or
after such further period, not exceeding one year, as may be
authorized by the Commissioner upon cause shown, unless the five
hundred (500) applicants hereinafter required have been secured
and the organization has been completed as herein provided. The
articles of incorporation and all other proceedings thereunder shall
become null and void in one year from the date of the preliminary
certificate, or at the expiration of the extended period, unless the
society shall have completed its organization and received a cer-
tificate of authority to do business as hereinafter provided.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

AN ACT to repeal and re-enact, with amendments, Sections 634(c)
and 638 of Article 43 of the Annotated Code of Maryland (1957
Edition and 1963 Supplement), title "Health," subtitle "Psy-
chologists' Certification Act", increasing the fees payable under
the Psychologists' Certification Act.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 634(c) and 638 of Article 43 of the Annotated Code
of Maryland (1957 Edition and 1962 Supplement), title "Health,"
subtitle "Psychologists' Certification Act," be and the same are here-
by repealed and re-enacted, with amendments, to read as follows:

(c) Notice of expiration; renewal.—The Board shall notify every
person certified under this subtitle of the date of expiration of his
certificate of certification and the amount of the renewal fee. This
notice shall be mailed at least one month before the expiration of the
certificate. Renewal may be made at any time during the months of
February or March upon application therefor by payment of the re-
newal fee. Failure on the part of any person certified to pay his
renewal fee before April 1st does not deprive him of his right to
renew his certification, but the fee to be paid for renewal after
March shall be increased ten per cent (10%) for each month or
fraction thereof that the payment of the renewal fee is delayed.
However, the maximum fee for delayed renewal shall not exceed
twice the normal renewal fee. A psychologist who wishes to place
his certification upon an inactive status may do so upon application
by payment of a fee of [three dollars ($3.00)] ten dollars ($10.00) ;
