Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the mem-
bers elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

(House Bill 62)
AN ACT to repeal and re-enact, with amendments, Section 287 (c)
of Article 66½ of the Annotated Code of Maryland (1957 Edi-
tion), title "Motor Vehicles", subtitle "Operation of Vehicles Upon
Highways"; and to add new Section 287A to the said Article and
subtitle of the Code, to follow immediately after Section 287
thereof, to permit the use of flashing warning signal assemblies
on the motor vehicles of rural letter carriers, to authorize the
issuance of permits for such assemblies and to regulate the use
and installation of such assemblies.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 287(c) of Article 66½ of the Annotated Code of Mary-
land (1957 Edition), title "Motor Vehicles", subtitle "Operation of
Vehicles Upon Highways", be and it is hereby repealed and re-
enacted, with amendments; and that new Section 287A be and it is
hereby added to the said Article and subtitle of the Code, to follow
immediately after Section 287 thereof, and all to read as follows:
287(c).
Flashing lights are prohibited on motor vehicles, except as a
means of indicating a right or left turn, and except as authorized by
Section 287A herein, but this section shall not apply to authorized
emergency vehicles.
287A.
(a). Any rural letter carrier's motor vehicle may be equipped with
lamps which may be used for the purpose of warning the operators
of other vehicles of the presence of a vehicular traffic hazard re-
quiring the exercise of unusual care in approaching, overtaking and
passing, and when so equipped, may display such warning in addi-
tion to any other warning signals required by law.
(b). The assembly of warning shall include the following specifi-
cations: (1) Two (2) bi-directional lights mounted at each side of
the vehicle upon the roof, with two (2) amber lenses facing the rear,
and two (2) amber lenses facing the front. Each light shall not be
less than four (4) inches in diameter and powered by not less than
a twenty-one (21) candle power bulb with reflectorization sufficient
to assure visibility for at least five hundred (500) feet, in front and
to the rear of the vehicle. Such light shall be wired with one "on-off"
