(c)  The Committee may inquire into any failure, actual or alleged,
of an officer or employee of either the Legislative, Executive, or
Judicial branches of the State government to comply with the statu-
tory or constitutional law of this State. It may review the rules and
regulations which are adopted and promulgated by any of the several
departments, boards, commissions, or other agencies of the Execu-
tive branch, in order to study the legality of their adoption and con-
tent; and it may review the operations and controls of any such de-
partment, board, commission, or other agency, making recommenda-
tions in the discretion of the Committee for improvements in these
operations and controls.

(d)  The Committee is an adjunct of the Legislative Council, by
which it shall be supplied with funds, staff assistance, and procedural
aid; and the Committee has also the same powers as are given the
Legislative Council in Section 30 of this Article.

(e)  At least once each year the Committee shall report to the
members of the Legislative Council and of the General Assembly of
its work and studies for the year, together with any recommendations
it may have for the more effective operations of the three branches
of government within the framework of the statutory and constitu-
tional law of Maryland.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

CHAPTER 97
(House Bill 49)

An Act to repeal and re-enact, with amendments, Section 80 of
Article 66½ of the Annotated Code of Maryland (1957 Edition),
title "Motor Vehicles," subtitle "Administration—Registration—
Titling," to impose a criminal penalty for operation of a vehicle
for which the registration or titling is cancelled, suspended or
revoked, or for a person to operate a vehicle while his operator's
license or permit is cancelled, suspended or revoked.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 80 of Article 66½ of the Annotated Code of Maryland
(1957 Edition), title "Motor Vehicles," subtitle "Administration—
Registration—Titling," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

80.

(a) Whenever the Department as authorized hereunder cancels,
suspends, or revokes the registration of a vehicle or a certificate of
title, registration card, or registration plate or plates, the driving
license or permit of any resident or non-resident, the owner or person
in possession of the same shall immediately return the evidences of
registration, title, or license so cancelled, suspended, or revoked to
the Department. It is unlawful for any person to operate a vehicle
