contained shall repeal or modify any law of this State authorizing the
exercise of jurisdiction on any basis other than the basis provided
herein.
Sec. 3. And be it further enacted, That if any provision of this
subtitle, or the application thereof to any person or circumstance is
held invalid, the invalidity shall not affect other provisions or appli-
cations of the subtitle which can be given effect without the invalid
provisions or application, and to this end the provisions of this sub-
title are severable.
Sec. 4. And be it further enacted, That this Act shall take effect
June 1, 1964.

(House Bill 14)
An ACT to add a new Section 40A to Article 40 of the Annotated
Code of Maryland (1957 Edition), title "General Assembly," sub-
title "Legislative Council," to follow immediately after Section 40
thereof, and to be under the new subheading "Committee on Leg-
islative Review," creating a Committee on Legislative Review as
a joint committee of the General Assembly of Maryland, providing
for the appointment of its members, and specifying its powers and
duties; providing further that the committee shall be supplied
with funds, staff assistance, and procedural aid by the Legislative
Council; and that the Committee has also the same powers as are
given to the Legislative Council in Section 30 of said Article 40.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 40A be and it is hereby added to Article 40 of
the Annotated Code of Maryland (1957 Edition), title "General
Assembly," subtitle "Legislative Council," to follow immediately after
Section 40 thereof, to be under the new subheading "Committee on
Legislative Review," and to read as follows:
40A. Committee on Legislative Review
(a) A joint standing committee of the Senate and House of Dele-
gates of Maryland is created, to be known as the Committee on
Legislative Review and to have the powers and duties here provided.
(b) At the conclusion of each regular session of the General As-
sembly the President of the Senate and the Speaker of the House of
Delegates, each with the approval of the respective House of the
General Assembly, shall appoint respectively two Senators and three
Delegates to comprise the Committee until the following year. In
alternate years the President and the Speaker shall name the chair-
man of the Committee, alternating between members from the two
Houses.
