vided further that all purchases made by such Baltimore County
facility FACILITIES shall be subject to the authority of the Central
Purchasing Bureau, in accordance with the provisions of Sections
28-83, inclusive, of Article 15A of the Annotated Code of Maryland
(1957 Edition).
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

AN ACT to repeal Sections 1 through 5, inclusive, of Article 66C of
the Annotated Code of Maryland (1957 Edition and 1963 Supple-
ment) title "Natural Resources," subtitle "In General," subhead-
ing "Board of Natural Resources," and to enact new Sections 1
through 5, inclusive, in lieu thereof, to stand in the place of the
sections so repealed, to reorganize the Board of Natural Resources,
to provide for its powers, duties and employees, and relating gener-
ally to the coordination of natural resources activities in the State.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 through 5, inclusive, of Article 66C of the Annotated
Code of Maryland (1957 Edition and 1963 Supplement), title
"Natural Resources," subtitle "In General," subheading "Board of
Natural Resources," be and they are hereby repealed, and that new
Sections 1 through 5, inclusive, be and they are hereby enacted in
lieu thereof, to stand in the place of the sections so repealed, and all
to read as follows:

It is the intention of the General Assembly in the enactment of
this subheading to provide for coordination of all public and private
activities related to the natural resources of the State of Maryland
in order to provide the greatest benefits to the State and to its citizens.
2.
(a) For this purpose there is hereby created a Board of Natural
Resources which shall supersede the Board of Natural Resources as
it existed on the effective date of this subheading.
(b) The Board shall consist of a chairman, five departmental
members, three ex officio members, and eight appointive members.
3.
(a) The Governor of Maryland shall appoint the Chairman of
the Board, who shall be responsible to and serve at the pleasure of
the Governor. No departmental or ex officio member of the Board as
herein defined shall be eligible for appointment as chairman. The
Chairman shall receive a per diem allowance as provided in the
annual State budget for each day on which he presides over meetings
