section of the boundary line of the Commonwealth of Virginia with
the boundary line of the District of Columbia; thence following the
mean low water line of the Potomac River on the southern, or
Virginia shore, as denned in the Black-Jenkins Award of 1877 and
as laid out in the Matthews-Nelson Survey of 1927, beginning at the
intersection of the Potomac River and the District of Columbia Line
at Jones Point and running to Smith's Point; and thence in a
straight line across the mouth of the Potomac River on the estab-
lished line from Smith's Point to Point Lookout, to the mean low
water mark at Point Lookout, the place of beginning.
Sec. 2. And be it further enacted, That this Act shall not take
effect until a similar Act is passed by the Commonwealth of Virginia;
that the Commonwealth of Virginia is requested to concur in this
Act of the General Assembly of Maryland by the passage of a
similar Act; and that thereupon the Governor of the State of Mary-
land issue a proclamation declaring this Act valid and effective.
SEC. 3. Subject to the provisions of Section 2, This Act shall take
effect June 1, 1964.
SEC. 3. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY LAW AND
NECESSARY FOR THE IMMEDIATE PRESERVATION OF THE
PUBLIC HEALTH AND SAFETY, AND BEING PASSED BY A
YEA AND NAY VOTE SUPPORTED BY THREE-FIFTHS OF
ALL THE MEMBERS ELECTED TO EACH OF THE TWO
HOUSES OF THE GENERAL ASSEMBLY, THE SAME SHALL
TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

AN ACT to repeal Section 300 of Article 27 of the Annotated Code
of Maryland (1963 Supplement), title "Crimes and Punishments",
sub-title "Health—Narcotic Drugs", and to enact new Section 300
in lieu thereof, to stand in the place of the section so repealed, and
to add new Section 298A to the said Article and sub-title of the
Code (1957 Edition), to follow immediately after Section 298
thereof, to change the grade of the offense for violations of the
narcotic drug laws, to revise the penalties applicable to violations,
to change the offense of supplying or furnishing narcotic drugs to
minors and its penalties, in order to revise narcotic drug offenses
and the penalties for violations.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 300 of Article 27 of the Annotated Code of Maryland
(1963 Supplement), title "Crimes and Punishments", sub-title
"Health—Narcotic Drugs", be and it is hereby repealed and that,
new Section 300 be and it is enacted in lieu thereof, to stand in the
place of the section so repealed, and that new Section 298A be and it
