20.    Commissioner's Seal.

The Commissioner shall have a seal of office in such form as is
approved by the Governor, and the impression and description of the
seal shall be filed with the Secretary of State.

21.    Records.

The Commissioner shall enter in permanent form records of his
official transactions, examinations, investigations, and proceedings.
Such records and insurance filings in his office shall be open to public
inspection, except as otherwise provided in this article with respect
to particular records or filings.

22.    Certificates as Evidence.

(1)   Copies of records or documents in his office certified to by the
Commissioner shall be received in evidence in all courts as if they
were the originals.

(2)   The Commissioner shall furnish, when requested, his certificate
under seal as to the authority of any person to transact insurance
business, and such certificate shall be evidence of the facts set forth
therein.

23.    Commissioner's Annual Report.

As early in the calendar year as is reasonably possible the Commis-
sioner shall prepare and deliver an annual report to the Governor and
the members of the General Assembly, showing, with respect to the
preceding calendar year:

(1)   List of the authorized insurers transacting insurance business
in Maryland, with such summary of their financial statement as he
deems appropriate;

(2)   Names of all insurers whose business was closed during the
year, the cause thereof, and amount of assets and liabilities as as-
certainable;

(3)   Names of insurers against which delinquency or similar pro-
ceedings were instituted, and a concise statement of the facts with
respect to each such proceeding and the status thereof;

(4)   A statement of fees and taxes received and paid by him into
the State Treasury; FOR THE PRIOR FISCAL YEAR;

(5)   Recommendations of the Commissioner as to amendments or
supplementation of laws affecting insurance, and as to matters af-
fecting the Department; and

(6)   Such other pertinent information and matters as the Com-
missioner deems proper.

24.    General Powers, Duties.

(1)   The Commissioner shall enforce the provisions of this article,
and shall execute the duties imposed upon him by this article.

(2)   The Commissioner shall have the powers and authority ex-
pressly conferred upon him by or reasonably implied from the pro-
visions of this article.
