Deputy Commissioner shall exercise all of the powers and duties

vested by law in the Commissioner.

(2) The Deputy Commissioner shall give bond to the State of
Maryland in such penalty and form as shall be determined by the
Commissioner, and he shall receive an annual compensation as
provided in the budget.

17.    Organization of the Department.

The Commissioner shall set up within the Department such
divisions or sections as he may deem necessary for the appropriate
performance of the duties of the Department and the proper exercise
of the powers vested therein. Such organization shall proceed along
functional lines, and shall have as its purpose efficiency in operation
and service to the public.

18.    Department Personnel.

(1)   The Commissioner shall appoint or employ an actuary and
may appoint other assistants, to perform actuarial duties of the De-
partment, to take charge of or assist in the examination of insurers,
and to perform other duties as may be assigned by the Commissioner.

(2)   The Commissioner shall appoint or employ a chief examiner
and may appoint other assistant examiners to conduct or assist in ex-
aminations of insurers and others provided for under this article.

(8) The Commissioner shall appoint an auditor and examiner for
the Department, whose duties it shall be to examine and audit the
annual statements of all authorized insurers, the books, accounts
and affairs of the Department, and such other auditing as the
Commissioner may direct.

(4)   The Commissioner may appoint additional deputy insurance
commissioners for such special purposes as he may designate.

(5)   The Commissioner may appoint and employ field investigators
whose primary duties shall be, as directed by the Commissioner, to
make investigations in this State of violations or claimed violations
of this article.

(6)   The Commissioner may appoint and employ such other as-
sistants and clerks as may be necessary to assist him in discharging
the duties imposed upon him under this article.

(7)   The Commissioner may from time to time contract for and
procure, on a fee or part time basis, or both, such actuarial, technical
or other professional services as he may require for the discharge
of his duties.

19.    Prohibited Interests.

The Commissioner or any deputy, examiner, assistant or employee
of the Commissioner shall not be financially interested in any insurer,
insurance agency, or insurance transaction except as a policyholder
or claimant under a policy; except, that as to such matters wherein
a conflict of interests does not exist on the part of any such indi-
vidual, the Commissioner may employ or retain from time to time
insurance actuaries, attorneys, or other technicians who are inde-
pendently practicing their professions even though similarly em-
ployed or retained by insurers or others.
