329-0. Every person shall have the power and authority to em-
ploy an unlicensed plumber or mechanic to do repair work about his
premises situated in the county such as the repair of pumps, wind-
mills, pipes, machinery, and work of like nature.

329P. The County Commissioners of Kent County and the Kent
County Plumbing Board are authorized and empowered to pass such
rules and regulations from time to time as shall be required and
deemed necessary to carry into effect the intent and provisions of
this sub-title.

329Q. Any person, firm or corporation violating any of the pro-
visions of this sub-title shall be guilty of a misdemeanor, and, upon
conviction, shall be punished by a fine of not more than Fifty Dollars
($50.00) for each offense, and each day's violation shall constitute a
separate offense.

329R. If any section, sub-section, paragraph, sentence, clause or
phrase of this act should be declared invalid for any reason whatso-
ever such decision shall not affect the remaining portions of this act
which shall remain in full force and effect and to this end the pro-
visions of this act are hereby declared to be severable.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 544
(Senate Bill 621)

AN ACT to add a new Section 10 to Article III, Section 261A of
Article 66C of the Annotated Code of Maryland (1962 Supple-
ment), title "Natural Resources", sub-title "Fish and Fisheries",
sub-heading "General Provisions—Compact of 1958", to follow
immediately after Section 9 thereof, empowering the Potomac
River Fisheries Commission UNDER CERTAIN CONDITIONS
to make rules and regulations with regard to dredging for soft
shell clams.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 10 be and it is hereby added to Article III,
Section 261A of Article 66C of the Annotated Code of Maryland
(1962 Supplement), title "Natural Resources", sub-title "Fish and
Fisheries", sub-heading "General Provisions—Compact of 1958" to
follow immediately after Section 9 thereof, and to read as follows:

10. The Commission shall have the power to make, adopt and
publish such rules and regulations as may be necessary or desirable
for authorizing and regulating the dredging of soft shell clams in
areas within its geographical jurisdiction and may levy fees for
such dredging in amounts to be set at its discretion.
ANY SUCH
RULE OR REGULATION SHALL NOT PROVIDE FOR OR PER-
MIT ANY DISCRIMINATION AGAINST OR DISTINCTION
