certificate, permit or other evidence or right issued by the Comp-
troller which the motor carrier so found in default holds.

(b) Every trial magistrate shall promptly deposit in a bank or
banks in an account or accounts opened in his official capacity all
fines, forfeitures, penalties and costs imposed and collected by him in
cases involving violations of Sections 412 through 430 of Article 81
of this Code. All monies so deposited shall be subject only to the
order of such trial magistrate or his lawfully constituted successor
in office for the purpose of remitting to the Comptroller of the
Treasury, the monies so collected and deposited. The trial magis-
trates shall promptly report and remit to the Comptroller of the
Treasury, all fines, forfeitures, penalties and costs imposed and col-
lected by them in cases of violations of said law. The Comptroller
of the Treasury, no later than the thirtieth day of each month, shall
remit to the County Commissioners of each county the sum of Three
Dollars for every case involving a violation of the Road Tax on
Motor Carriers Law in said county during the preceding month for
which accounting or due report has been made by said magistrate.
Said sums so remitted by the Comptroller of the Treasury are to be
applied by the counties to the payment of salaries and other expenses
as specified in Article 52 of the Annotated Code of Maryland, as
amended.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 542
(Senate Bill 437)

AN ACT to authorize the creation of a State debt in the aggregate
amount of Fifty Million Dollars ($50,000,000.00), the proceeds
thereof to be used to supplement the financing of the construction
of public school buildings and public school facilities by each of
the counties in this State and by the Mayor and City Council of
Baltimore; the acquisition of such real estate or interest in lands
as may be necessary in connection therewith by each of the
counties in this State and by the Mayor and City Council of Balti-
more; providing generally for the issue and sale of certificates of
indebtedness evidencing such loan; and providing for the method
by which the financial assistance for the construction of public
school buildings and public school facilities and the purchase of
public school lands is to be afforded to each of the counties of this
State and to the Mayor and City Council of Baltimore.

Section 1. Be it enacted by the General Assembly of Maryland,
That the Board of Public Works is hereby authorized and directed
to issue a State loan to be known as the "General Public School
Construction Loan of 1963", in the aggregate sum of Fifty Million
Dollars ($50,000,000.00).

The certificates evidencing said loan may be issued all at one time
or, in groups, from time to time, as hereinafter provided. All of said
