SEC. 2. And be it further enacted, That before disbursing or ex-
pending said funds as aforesaid, the County Commissioners for
Prince George's County is authorized and empowered to require that
The Greater Southeast Community Hospital Foundation, Inc., enter
into a contract with the County, satisfactory to the County, provid-
ing, among other things, that the facilities of said hospital will at
all times be available to residents of Prince George's County, without
discrimination by reason of residency, that a specified proportion of
the managing trustees of said Foundation or of any body corporate
or other organization formed to operate said hospital shall be resi-
dents of Prince George's County, that staff privileges be accorded
medical doctors residing in Prince George's County on the same basis
as may be applicable to medical doctors residing in the District of
Columbia, and that said hospital shall at all times be operated on
such basis that no profit from the operation thereof shall inure to or
for the benefit of any private person. Said contract may contain
such other provisions and conditions as, in the judgment of the
County Commissioners for Prince George's County, may be neces-
sary or appropriate to assure said County that the expenditure of
public funds hereby authorized will provide the residents of Prince
George's County, especially the residents of the southeastern SOUTH-
ERN portion thereof, adequate and needed hospital service in accord-
ance with such standards as may from time to time be prescribed by
the Laws of Maryland for general hospitals located in the State. Said
contract may further provide that said funds shall not be disbursed or
donated by said County until said County shall be satisfied that the
construction and adequate equipment of said hospital is assured, and
that said County funds will be expended in an economical manner as
part of the total fund for such construction and equipment. Said con-
tract may further provide suitable safeguards for reimbursement to
the County, on a proportionate basis, of any County funds so dis-
bursed, and contributed in the event the total cost of construction and
equipment of said hospital shall be less than the initial estimate.

Sec. 3. And be it further enacted, That, in order to provide all or
a part of the funds needed to meet the appropriation, disbursement
and contribution hereby authorized, the County Commissioners for
Prince George's County is hereby authorized and empowered to bor-
row not exceeding Six Hundred Fifty Thousand Dollars ($650,000.)
and to evidence such borrowing by the issue and sale upon its full
faith and credit of its serial maturity, general obligation coupon
bonds in like par amount, upon the terms and conditions hereinafter
set forth. In the event the County shall so elect to borrow all or any
part of the moneys needed as aforesaid, it shall first adopt a resolu-
tion referring to the contract or other agreement, hereinabove author-
ized, the amount of borrowed money, not exceeding the amount herein
authorized, needed to provide the County's share of the cost of con-
structing and equipping said hospital, and determining to borrow
all or part of the amount so needed and to issue its bonds to evidence
such borrowing. In said resolution, said County shall provide for
the maturity and retirement of said bonds in annual serial instal-
ments over a period not exceeding thirty (30) years from date of
issue, such annual serial instalments to be so fixed as to conform to
the general financial plans of the County so that the same need not
be in equal par amounts or consecutive annual instalments. Subject
