CHAPTER 536
(House Bill 897)

AN ACT to authorize and empower the County Commissioners for
Prince George's County, upon receiving suitable assurances by
contract or otherwise, as hereinafter set forth, to appropriate,
expend or disburse for construction of The Greater Southeast Com-
munity Hospital, in the District of Columbia, a sum not exceeding
Six Hundred Fifty Thousand Dollars ($650,000.) and further
authorizing said County Commissioners for Prince George's
County, in its discretion, to borrow all or any part of the moneys
needed to meet such appropriation and disbursement and to evi-
dence such borrowing by the issue and sale upon its full faith and
credit to the highest bidder at public sale its general obligation,
serial maturity coupon bonds; empowering said County to require,
as a condition precedent to any such appropriation or disbursement,
that the owner of said proposed hospital, The Greater Southeast
Community Hospital Foundation, Inc., enter into a suitable con-
tract with, and satisfactory to, the County covering requisite and
appropriate assurance to the County, especially with reference to
the location of said hospital, the availability of all funds for the
construction thereof, the availability therein of facilities to serve
residents of Prince George's County and the representation of
residents of Prince George's County on the Board of Trustees and
and staff thereof; empowering said County to fix and determine by
resolution, the form, tenor, interest rate or method of arriving at
the same, terms, including redemption and registration provisions,
conditions, maturity and all other details incident or necessary to
the issuance, public sale and delivery of any bonds issued here-
under, without reference to any other law heretofore enacted,
prescribing the method and manner of selling bonds at public sale;
empowering said County, subject to certain limitations, to sell
bonds at, above, or below the par value thereof; empowering and
directing said County to contract to levy, and to levy, collect and
impose annually ad valorem taxes which will provide funds suffi-
cient for the payment of the maturing principal of and interest on
any such bonds so issued; exempting said bonds and the interest
thereon from all State, county and municipal taxation in the State
of Maryland.

Whereas, The Greater Southeast Community Hospital Founda-
tion, Inc., a non-profit corporation organized under the Laws of the
District of Columbia in 1955, has been engaged in preparing plans
and raising funds for the construction of a general hospital having
approximately four hundred beds and related facilities to serve the
large population resident in the southeastern portion of the District
of Columbia and the southeastern portion of Prince George's County,
both of which areas are presently lacking in readily available com-
munity hospital facilities; and

Whereas, The Trustees of said Foundation have obtained, through
the General Services Administration of the United States of America
the gift of a twenty-acre site for said hospital in the District of
Columbia, on a proposed extension of Southern Avenue which con-
stitutes the boundary line between the District of Columbia and
Prince George's County, Maryland; and
