sive weeks in advance of said hearings and until the Commission has
transmitted a copy of the proposed rules or regulations, together
with the reasons for adopting them, to the Board of Natural Re-
sources and has received the written recommendation of the Board
on the rules or regulations. After such hearings and upon adoption
of such rules and regulations, the same shall be published for one
week in the newspapers bearing notice of the hearing and shall
thereafter have all the force and effect of law. Any person or persons
found guilty before a justice of the peace qualified to try same, or
before any court on appeal, of violating any such rules and regula-
tions, shall be guilty of a misdemeanor, and be fined not less than
$10.00, nor more than [$25,00] $100.00 in the case of any person or
persons taking or catching crabs, and not less than $10.00, nor more
than $100.00 in the case of any buyer, packer, or shipper of crabs.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 509
(House Bill 769)

AN ACT to repeal and re-enact, with amendments, Section 700 (f)
of Article 66C of the Annotated Code of Maryland (1957 Edition),
title "Natural Resources," subtitle "Oysters and Clams," to change
requirements for printing of oyster tonging license forms.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 700 (f) of Article 66C of the Annotated Code of Mary-
land (1957 Edition), title "Natural Resources," subtitle "Oysters
and Clams," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

700.

(f) The Comptroller of the treasury shall cause to be printed
and delivered to the clerks of the circuit courts of the counties the
requisite number of blank licenses and shall take receipts for the
same as for other licenses furnished; and the said clerks shall on
the first Monday of March and December of each year return to the
Comptroller a list and account of such licenses issued by them, and
at the end of each tonging season shall return all unused licenses to
the Comptroller. All such licenses shall be printed and completed
in such manner as to provide a copy of each license issued for the
files of the Department of Tidewater Fisheries, and said clerks shall
transmit such copies to the Department of Tidewater Fisheries
during the first week of the month following issue.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
