Fiscal Notes in Bills
US.
(a) Any bill introduced in the General Assembly increasing or
decreasing state revenue shall incorporate as a fiscal note an estimate
of the anticipated change in revenue under the provisions of such bill.
(b) Any bill introduced in the General Assembly requiring an ap-
propriation of state revenue by increasing or decreasing existing ap-
propriations or fiscal liability, except pension bills, shall incorporate
as a fiscal note a reliable estimate of the amount thereof.
(c) Fiscal notes shall be prepared by the Fiscal Research Bureau
after consultation with the State department, agency or governmental
unit affected. Measures carrying provisions for appropriations or
revenues for more than one state department, agency or govern-
mental unit shall carry fiscal notes with respect to each such depart-
ment, agency or unit.
(d) The name of the state department, agency or governmental
unit to receive the appropriation or revenue, as the case may be, shall
appear at the end of the fiscal note.
(e) The fiscal note shall be factual in nature, as concise as may be,
and shall, wherever possible, provide a reliable estimate in dollars.
If, after careful investigation the Fiscal Research Bureau concludes
that no dollar estimate can be provided, the fiscal note shall contain
a statement to that effect setting forth precisely why such dollar esti-
mate cannot be given.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 489)
AN ACT to repeal and re-enact, with amendments, Section 1620 of
the Code of Public Local Laws of Prince George's County (1953
Edition), and Section 73-108 of the Montgomery County Code
(1960 Edition), being Articles 17 and 16, respectively, of the Code
of Public Local Laws of Maryland, titles "Prince George's County"
and "Montgomery County," subtitle "Washington Suburban San-
itary District," as said section was last repealed and re-enacted,
with amendments, by Chapter 605 of the Acts of the General
Assembly of Maryland of 1961, relating to annual leave and sick
leave of employees of the Washington Suburban Sanitary Commis-
sion.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 1620 of the Code of Public Local Laws of Prince
George's County (1953 Edition), and Section 73-108 of the Mont-
gomery County Code (1960 Edition), being, respectively, Articles 17
and 16 of the Code of Public Local Laws of Maryland, titles "Prince
