CHAPTER 489
(House Bill 471)
AN ACT to add new Section 252A to Article 66C of the Annotated
Code of Maryland (1957 Edition), title "Natural Resources," sub-
title "Fish and Fisheries," to follow immediately after Section 252
thereof, making unlawful certain interference with nets, stakes
and other personal property in or close to the waters of the State.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 252A be and it is hereby added to Article 66C of
the Annotated Code of Maryland (1957 Edition), title "Natural Re-
sources," subtitle "Fish and Fisheries," to follow immediately after
Section 252 thereof, and to read as follows:
252A.
It shall be unlawful for any person to fasten, tie or anchor any
boat to or in any other way interfere with any other person's fishing
nets, stakes or other personal property in or close to the waters of
this State.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 479)
AN ACT to add new Section 43 to Article 40 of the Annotated Code
of Maryland (1957 Edition and 1962 Supplement), title "General
Assembly," to follow immediately after Section 42 thereof and to
be under the new subtitle "Fiscal Notes in Bills," to require that
legislative bills changing State revenue and changing State appro-
priations shall include an estimate of the change in revenue or
appropriations in the bill as a fiscal note, providing for the prepa-
ration of the fiscal note, and relating to fiscal notes in legislation.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 43 be and it is hereby added to Article 40 of the

title "General Assembly," to follow immediately after Section 42
