(a) For each passenger motor vehicle registered upon application
as provided by the preceding sections of this sub-title an annual fee
shall be paid to the Commissioner of Motor Vehicles for certificates
of registration issued by him, of $50 a registration year for each ve-
hicle where the designed capacity thereof does not exceed 20 passen-
gers,
$100.00 A REGISTRATION YEAR FOR EACH VEHICLE
WHERE THE DESIGNED CAPACITY THEREOF DOES NOT
EXCEED THIRTY-ONE (31) PASSENGERS, $135.00 a registra-
tion year for each other two-axle motor vehicle and $210.00 a regis-
tration year for each three-axle motor vehicle, such fees to be paid
in full for certificates of registration issued on or between the first
day of May and the last day of October in each and every registra-
tion year and such fees to be paid at one half the said rates herein-
before provided for certificates of registration issued on or between
the first day of November and the last day of April in each and
every registration year; and provided further that certificates of
registration issued pursuant to this section shall be transferable by
the same owner of the motor vehicle to any other motor vehicle
within the same classification. No other additional fees, licenses or
tax shall be charged by the State or any county or municipal sub-
division of the State except the property tax and gasoline tax in
respect to such vehicles or their operation.

Sec. 2. And be it further enacted, That Section 184 (b) of Ar-
ticle 56 of the Annotated Code of Maryland (1962 Supplement), title
"Licenses", sub-title "Public Passenger and Freight Motor Vehicles",
be and it is hereby repealed.

Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage, and apply to the regis-
tration of those motor vehicles herein referred to on and after May 1,
1963.

CHAPTER 385
(Senate Bill 94)

AN ACT to repeal and re-enact, with amendments, Section 234 (a)
of Article 33 of the Annotated Code of Maryland (1962 Supple-
ment), title "Elections", sub-title "Absentee Voting Generally", to
provide that the provisions of the general civilian absentee voting
laws for State elections shall be applicable also to BALTIMORE
CITY municipal elections in the State.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 234 (a) of Article 33 of the Annotated Code of Maryland
(1962 Supplement), title "Elections", sub-title "Absentee Voting
Generally", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
