county or legislative district there are fewer applicants than its
quota either available for certification or able to accept or use the
scholarship, the State Scholarship Board shall certify from a state-
wide list of qualified applicants selected on the basis of the highest
grades the number by which the quota is unfilled. It is the legislative
intent that applicants be certified for the full number of scholarships,
and that vacancies and unfilled scholarships and unused funds be
distributed so long as the requirements of this section are observed.
(e) Any applicant certified for a scholarship in education may
place the certification for the next ensuing scholastic year with any
one of the several eligible institutions as defined in sub-section (b)
of this section. The institution at its discretion may reject the ap-
plicant according to its admission standards, or if he appears by
reason of character, temperament or other cause to be of unsatis-
factory potential as a teacher in the public school system of this
State. Provided, however, that the financial need of the applicant
meets the requirements therefor determined by uniform rules and
regulations adopted and promulgated by the State Scholarship Board,
which shall be so prepared and applied as to assure that definite
financial need shall be a prerequisite to receiving a scholarship under
the provisions of this section. Once appointed to a scholarship and
accepted by one of the eligible institutions, the applicant may hold
it for four years subject to the following conditions: (1) that he give
bond to the State of Maryland, in such amount and with such security
as may be approved by the State Scholarship Board that he will
teach in the public schools of this State for not less than two years
after leaving the eligible institution, (2) that he be enrolled in the
institution's curriculum leading to a teacher's certificate in the public
school system of Maryland, (3) that in the judgment of the institu-
tion in which he is enrolled he is making satisfactory progress
toward graduation, and (4) that in the judgment of the institution,
his character, temperament and deportment be of satisfactory po-
tential for a teacher in the public schools of Maryland.
(f) Funds for the granting of scholarships in education shall be
included in the Budget from year to year, to be administered by the
State Scholarship Board. Each applicant shall be allowed as a maxi-
mum the sum of five hundred dollars ($500) for each scholastic year
during which he conforms to the requirements of this section. The
payment shall be made to the institution. If its regular charges for
the particular applicant are less than this sum for the scholastic
year, the institution shall be paid the full amount due it and the
remainder of the maximum five hundred dollar allowance shall be
retained by the State Scholarship Board to be applied as specified
in this sub-section. As any funds so unused and retained aggregate
the sum of five hundred dollars ($500) and successive multiples
thereof, they may be utilized by the State Scholarship Board as units
in furnishing additional scholarships in education under the pro-
visions of this section, if they can be expended during the current
fiscal year in the manner provided in this section. Any of such funds
remaining unused at the end of any fiscal year shall be reverted into
the General Funds of the State Treasury.
(g) It is the legislative intent in the enactment of this section
that any person who received and makes use of the scholarships pro-
vided for herein shall by so doing engage himself or herself to be
available for service as a teacher or administrator in the public
