adjoining counties, municipalities, other governmental agencies or
private firms and individuals for the purpose of performing cer-
tain functions.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 23K be and it is hereby added to the Code of
Public Local Laws of Wicomico County (1959 Edition, being Article
23 of the Code of Public Local Laws of Maryland), title "Wicomico
County", sub-title "County Commissioners", to follow immediately
after Section 23J thereof as enacted by Chapter 293 of the Acts of
1961 and to read as follows:
23K. The County Commissioners of Wicomico County may enter
into bilateral or multilateral contracts with adjoining counties, and
with municipalities, or other governmental units, within or contigu-
ous to the boundaries of Wicomico County for joint performance or
for performance by one unit, in behalf of the other or others, of any
function or activity which said county is authorized to perform
including the construction, maintenance, operation and use of sani-
tary sewer systems, public water systems, storm water drains, the
maintenance and operation of public dumps, and providing adequate
police protection to the citizens thereof; and said Commissioners are
further authorized to enter into contracts with private individuals,
firms and corporations for the collection of garbage and trash in
said county.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT authorizing and directing the Commissioner of the Balti-
more City Police Department to re-instate THE PENSION
RIGHTS OF James Boyle, A FORMER LIEUTENANT OF THE
POLICE FORCE OF BALTIMORE CITY, to the Police Force of
Baltimore City as Police Lieutenant.
Whereas, James Boyle served on the Baltimore City Police Force
for over 28 years, from 1927 to 1956; and
Whereas, during his service with the Department he received
fifteen Commendations, and
Whereas, Lieutenant Boyle, during his tenure, served the Depart-
ment and City of Baltimore ably, and strongly desires to again serve
in his former capacity, now therefore:
Section 1. Be it enacted by the General Assembly of Maryland,
That the Commissioner of the Baltimore City Police Department be
and he is hereby authorized and directed to re-instate THE PEN-
SION RIGHTS OF James Boyle to the Police Force of Baltimore
City as Police Lieutenant, the rank which he held before dismissal
from the Force, FORMER POLICE LIEUTENANT OF THE BAL-
TIMORE CITY POLICE FORCE as of the effective date of the Act.
