to establish a Commission on Human Relations for the county, whose
purpose it shall be to promote understanding and harmony of rela-
tionship between the people of the county through the study of the
nature and all causes of social friction and prejudice and the ad-
vancement of means for the alleviation of these problems, and to
otherwise further the American ideal of equality and justice.
(b) The composition-, organization and particular functions of the
Commission shall be as the county commissioners may prescribe,
provided that the members of the Commission . THE GOVERNOR
SHALL APPOINT THE MEMBERS OF THE COMMISSION
FROM TIME TO TIME, IN SUCH NUMBER AS THE COUNTY
COMMISSIONERS MAY DETERMINE SHALL COMPOSE THE
COMMISSION. THE MEMBERS SHALL be representative of
the various segments of the community and shall serve without
compensation, . and that the Commission be required to THE TEN-
URE OF THE MEMBERS OF THE COMMISSION IS AT THE
PLEASURE OF THE GOVERNOR. THE COMMISSION SHALL
file with the county commissioners no less than annually a compre-
hensive report covering its activities.
(c) The county commissioners are authorized to provide all ad-
ministrative support to the Commission necessary to properly effec-
tuate the provisions of this section, and to annually appropriate to
this end an amount not exceeding two hundred dollars ($200.).
SEC. 2. AND BE IT FURTHER ENACTED, THAT THE
FIRST CHAIRMAN OF THIS COMMISSION SHALL BE MR. J. C.
PARKS OF CHARLES COUNTY WHO SHALL SERVE AT THE
PLEASURE OF THE GOVERNOR.
Sec. 2. 3. And be it further enacted, That this Act shall take
effect June 1, 1963.

(Senate Bill 443)
AN ACT to repeal and re-enact, with amendments, Section 20(f-l),
20(n) and 96 of Article 2B of the Annotated Code of Maryland
(1962 Supplement), title "Alcoholic Beverages", sub-titles "Beer,
Wine and Liquor Licenses" and "Hours and Days for Sale",
respectively, redefining the meaning of clubs in Charles County
with regard to Class C Beer, Wine and Liquor Licenses, author-
izing sales of alcoholic beverages by such clubs on Sunday; and
relating generally to the alcoholic beverage laws of Charles County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 20(f-l), 20(n) and 96 of Article 2B of the Annotated
Code of Maryland (1962 Supplement), title "Alcoholic Beverages",
sub-titles "Beer, Wine and Liquor Licenses" and "Hours and Days
for Sale", respectively, be and they are hereby repealed and re-
enacted, with amendments, to read as follows:
